ОСОБЛИВОСТІ СТВОРЕННЯ ТЕРИТОРІАЛЬНИХ ПУБЛІЧНОУПРАВЛІНСЬКИХ МЕРЕЖ
Анотація
Сучасна структурна перебудова державної системи влади створює відповідні виклики для країни та її регіонів, особливо це стосується модернізації публічного управління в контексті децентралізації та діяльності інститутів влади. Доведено, що застосування мережевого підходу на рівні публічного управління активізує певні трансформації у функціях та структурі держави, методах і технологіях управління, за рахунок чого виникає необхідність у зміні характеру професійної підготовки державних службовців. Визначено особливості, специфіку створення і діяльності територіальних публічноуправлінських мереж. Вдосконалено методичний підхід до управління територіальними публічноуправлінськими мережами в стратегічному контексті за рахунок виділення етапів послідовності його здійснення, що базується на результатах системного аналізу впливу факторів внутрішнього (організаційно-методичне забезпечення взаємодії у мережі) і зовнішнього середовища (макро- та макрорівень).

FEATURES OF CREATION OF TERRITORIAL PUBLIC ADMINISTRATION NETWORKS
Summary
The current restructuring of governmental system creates appropriate challenges for the country and its regions, especially as regards the modernization of public administration in the context of decentralization and the activity of authority institutions. The article shows that the application of the network approach at the level of public administration activates certain transformations in the functions and structure of the state, methods and technologies of public administration, which necessitates a change in the nature of the training of civil servants. The features, specifics of creation and activity of territorial public administration networks are determined. Since the system of communication is based on the territorial public administration networks, it is suggested, when constructing them, to rely on the principles of interaction. The main features of interaction in such networks are the following: 1) the combined activity of several actors as a result of joint efforts (system component); 2) the interaction of network participants is formed in the presence of mutual responses (procedural component); 3) the basis of interaction lies in the system of interconnected social actions associated with the cyclicality of causation (situational component); 4) the coordinated activity between different types of subjects is based on constant external interconnections in accordance with their functions and mutual interest in communications (functional component); 5) the process of interaction should allow entities to exercise power and ensure the achievement of a certain goal of state policy (power component). The methodical approach to management of territorial public administration networks in the strategic context is improved through the allocation of stages of the sequence of its implementation, which is based on the results of the system analysis of the influence of factors of the internal (organizational and methodological provision of interaction in the network) and the external environment (macro and micro levels).
