ДО ПИТАННЯ ПРО СТРАТЕГІЮ ЗНИЖЕННЯ РИЗИКУ НАДЗВИЧАЙНИХ СИТУАЦІЙ ПРИРОДНОГО І ТЕХНОГЕННОГО ХАРАКТЕРУ В УКРАЇНІ
Анотація
У статті окреслено світові підходи до зниження ризику катастроф. Зазначається, що в Україні є нагальна потреба у розробці, схваленні та реалізації стратегії зниження ризику надзвичайних ситуацій природного і техногенного характеру, відповідно до рекомендацій Сендайської рамкової програми зі зниження ризику катастроф на 2015—2030 роки, а також інших міжнародних зобов'язань.
Здійснено спробу віднайти українські аналоги найбільш близькі до термінів "disaster" та "disaster risk reduction". Зазначається, що процес запровадження в Україні кращого світового досвіду зі зниження ризику катастроф потребуватиме переосмислення основних категорій у цій сфері.
Враховуючи світові та європейські підходи до питань зниження ризику катастроф автором здійснено спробу їх опрацювання з метою формулювання пропозицій щодо змісту Стратегії зниження ризику надзвичайних ситуацій природного і техногенного характеру в Україні.
Здійснено огляд наявних в Україні проблем у сфері природної і техногенної безпеки. Зазначається, що ризики виникнення надзвичайних ситуацій природного і техногенного характеру в Україні невпинно зростають.
Визначено мету цієї Стратегії, запропоновано перелік та зміст її стратегічних пріоритетів. Передбачається, що Стратегія забезпечить розбудову державної системи зниження ризику надзвичайних ситуацій природного і техногенного характеру, запровадить уніфікований підхід до протидії природним і техногенним загрозам. Підкреслюється, що основним компонентом широкомасштабного галузевого підходу до забезпечення природної та техногенної безпеки як на центральному, так і на місцевому рівні має стати План реалізації цієї Стратегії.

TOWARD THE ISSUE OF THE STRATEGY OF NATURAL AND MAN-MADE EMERGENCIES RISK REDUCTION IN UKRAINE
Summary
The article outlines global approaches to disaster risk reduction. It is noted that Ukraine has an urgent need to develop, approve and implement the Strategy of natural and man-made emergencies risk reduction, in accordance with the recommendations of the Sendai Framework for Disaster Risk Reduction 2015—2030, as well as other international obligations.
In this paper was attempted to find Ukrainian analogs which closest to the terms "disaster" and "disaster risk reduction". It is noted that the process of introducing best international experience in disaster risk reduction in Ukraine will require a rethinking of the main categories in this area.
Taking into account the world and European approaches to issues of disaster risk reduction the author made an attempt to process them in order to formulate proposals on the content of the Strategy of natural and man-made emergencies risk reduction in Ukraine.
An overview of existing problems in Ukraine in the field of natural and man-made safety has been considered. It is noted that the risks of emergence of natural and man-made emergencies in Ukraine are steadily increasing.
The paper gives purpose of the Strategy of natural and man-made emergencies risk reduction in Ukraine, it is defined the list and content of its strategic priorities are proposed. It is determined that the Strategy should contribute to the achievement of sustainable development, the integration of issues of reducing the risk of natural and man-made disasters in the process of institutional reforms and strengthening the capacity of territorial communities to respond to emergencies. It is assumed the Strategy will ensure the development of a state system of natural and man-made emergencies risk reduction and introduce a unified approach to counteracting natural and man-made threats. It is emphasized the main component of a large-scale sectoral approach to the provision of natural and man-made safety at both central and local level should be the Plan of the implementation of this Strategy.
It is emphasized the need to implement local strategies of natural and man-made emergencies risk reduction.
