ПОЛІТИКА ДЕРЖАВНОГО РЕГУЛЮВАННЯ У СИСТЕМІ ІНСТИТУЦІЙНОГО ЗАБЕЗПЕЧЕННЯ ЕКОНОМІЧНОЇ БЕЗПЕКИ АГРАРНОГО СЕКТОРУ
Анотація
Розглядаючи економічну безпеку аграрного сектору як системну категорію, яка постійно еволюціонує та враховуючи те, що теорія й методологія досліджень не існують та не розвиваються відокремлено, адже мають, насамперед, соціальну орієнтованість, під час дослідження факторів і критеріїв, які формують та визначають її рівень, використовуємо у дослідженні системний, синергетичний та інституційно-когнітивний підходи, які включають ієрархічність змістовного наповнення сутності економічної безпеки, а також передбачають врахування цілісності досліджень щодо визначення специфічних ознак, зв'язків та залежностей, які виникають як результат соціально-економічних відносин в аграрному секторі. Дослідження категорій "інституційне забезпечення економічної безпеки аграрного сектору" є дуже важливим, передусім, для тих суб'єктів, які бажають і мають можливість бути "над системою економічної безпеки", а не "всередині неї", тобто управляти системою ззовні, а не залежати від неї. Значущість відповідних досліджень зводиться до підвищення рівня і якості регулювання економічної безпеки аграрного сектору шляхом формування надбудови надрівня контролю за загальною ситуацією, яка виходить за рамки аграрного сектору, — це загальноекономічна ситуація, військово-політична, соціальна, природно-кліматична тощо. Це ті сфери, в яких відбувається генезис основної кількості загроз і які не підлягають обов'язковому контролю з боку головних суб'єктів аграрного сектору — Міністерства аграрної політики і продовольства України, Міністерства економічного розвитку і торгівлі України. Роль системи інституційного забезпечення економічної безпеки аграрного сектору полягає у безперервному моніторингу умов і факторів її формування, які у той чи інший спосіб впливають на стан безпеки аграрного сектору. Моніторинг є джерелом даних для контролю за показниками безпеки, аналізу динаміки кількісних і якісних змін, коригування тактичних дій, зміни загальної стратегії, адекватного і своєчасного впливу на об'єкти системи інституційного забезпечення.

GOVERNMENT POLICY REGULATION IN THE SYSTEM OF INSTITUTIONAL PROVISION OF ECONOMIC SAFETY AGRICULTURAL SECTOR
Summary
Considering the same economic security of the agrarian sector as a systematic category that is constantly evolving and taking into account the fact that the theory and methodology of research do not exist and do not evolve separately, because they have, first of all, social orientation, when studying the factors and criteria that form and determine its level, we use the study systematic, synergistic and institutional-cognitive approaches that include the hierarchy of content content of the essence of economic security, and also include integrity RESEARCH to identify specific attributes, relationships and dependencies that arise as a result of socio-economic relations in the agricultural sector. The study of the categories "institutional provision of economic security of the agrarian sector" is very important, first of all, for those entities who want and have the opportunity to be "above the system of economic security", and not "inside it", that is, to manage the system from the outside, and do not depend on it. The significance of relevant research is to increase the level and quality of regulation of the economic security of the agrarian sector by forming an overhead of monitoring the general situation that goes beyond the agrarian sector — this is the general economic situation, military-political, social, natural and climatic, etc. These are the areas in which the genesis of the main number of threats is occurring and which are not subject to obligatory control by the main actors of the agrarian sector — the Ministry of Agrarian Policy and Food of Ukraine, the Ministry of Economic Development and Trade of Ukraine. The role of the institutional system for ensuring the economic security of the agrarian sector is to continuously monitor the conditions and factors of its formation, which in one way or another affect the state of the security of the agricultural sector. Monitoring is a data source for monitoring security indicators, analyzing the dynamics of quantitative and qualitative changes, adjusting tactical actions, changing the overall strategy, adequate and timely impact on the objects of the system of institutional support.
