АКТУАЛЬНІ ПРОБЛЕМИ РОЗВИТКУ МАЛИХ ПІДПРИЄМСТВ В УКРАЇНІ ТА ПЕРСПЕКТИВНІ НАПРЯМИ ЇХ ВИРІШЕННЯ
Анотація
У статті розглядаються актуальні проблеми розвитку малих підприємств в Україні та запропоновано перспективні напрямки їх вирішення. Підтримка малих підприємств та побудова ринкової економіки стає важливим напрямом реформ в Україні та головним чинником підвищення рівня життя населення, сприяє процесам інтеграції національної економіки у європейське та світове господарство. На підставі детального аналізу статистичних даних та показників, які характеризують тенденції розвитку малих підприємств в Україні, а саме: кількість суб'єктів господарювання, кількість зайнятих працівників, обсяг реалізованої продукції, фінансові результати діяльності здійснюється пошук підходів до розв'язання нагальних проблем у сфері діяльності малих підприємств в економіці України, за допомогою знаходження перспективних напрямів їх реформування, описуються сучасні шляхи їх вирішення в контексті підтримки малих підприємств державою.

ACTUAL DEVELOPING PROBLEMS OF SMALL ENTERPRISES IN UKRAINE AND PROMISING DIRECTIONS OF THEIR SOLUTION
Summary
The article deals with the actual developing problems of the small enterprises in Ukraine and proposes promising directions for their solution. Support for small enterprises and the market economy construction are becoming an important direction for reforms in Ukraine, and a key factor in raising the living standards of the population and contributes to the processes of integration of the national economy into the European and world economy. Based on a detailed analysis of statistical data and indicators that characterize the trends of small enterprises in Ukraine, namely: the number of economic entities, the number of employed employees, the volume of sales, financial results of activities, the search for approaches to solving urgent problems in the field of activity small enterprises in the economy of Ukraine, by finding perspective directions of their reform, describing modern ways of their solution in the context of support of small enterprises.
In the current market economy in Ukraine, small enterprises are forced to overcome a number of macroeconomic barriers, the main reason being inefficient financial support, excessive tax pressure and other restrictions established at the legislative level.
The formation of an appropriate legislative framework for the development of small enterprises involves, first of all, the establishment of legal safeguards to ensure the freedom and protection of private property; development of effective legislative and regulatory acts aimed at stimulating small enterprises; the elimination of legal contradictions and the abolition of provisions that impede the development of private initiative.
As a result of ignoring the interests of small enterprises, the number of hired workers increases, and the number of self-employed population is constantly shrinking. These processes negatively affect the social activity of citizens, and, therefore, the willingness and ability of the population to implement specific interests related to the active activity of an independent subject of economic activity is suppressed. Therefore, in order to implement an effective mechanism for supporting small businesses in Ukraine, first of all, it is necessary to take certain steps towards democratization of market relations and mitigation of social tension in society. It is necessary that the interests of small entrepreneurs should be defended not only by state structures, but also by individual organizations created for the purpose of lobbying an entrepreneurial community, whose opinion would be of importance in the decision-making process of the state, especially in matters concerning tax payments and deductions from the funds.
That is why a promising way to overcome these barriers should be to reach a consensus that entrepreneurs should protect the interests of entrepreneurs themselves. The role of the state should be only to improve the necessary infrastructure and create an effective legal framework that would create a space for the development of civic organizations and other associations aimed at solving problems of small enterprises development in Ukraine.
