ПЕРСПЕКТИВИ РОЗВИТКУ ОБ'ЄДНАНИХ ТЕРИТОРІАЛЬНИХ ГРОМАД В УКРАЇНІ
Анотація
У статті з'ясовано сутність державної політики розвитку територіальних громад, визначено основні підходи до її реалізації, обгрунтовано необхідність упорядкування відповідних завдань між різними рівнями державного управління та удосконалення конкретних механізмів, що в умовах децентралізації забезпечить громадам більше прав щодо соціально-економічного розвитку територій, підвищить якість надання публічних послуг.
Визначено та обгрунтовано основі переваги проведення територіальної реформи. Розглянуто етапи створення ОТГ та проаналізовано перспективи їх розвитку в Україні. Проаналізовано середньостроковий план дій Уряду до 2020 року щодо реформування місцевого самоврядування. Встановлено, що реформа адміністративно-територіального устрою країни — це складний, багаторівневий і масштабний процес, який тісно пов'язаний з ефективністю функціонування усіх систем і складових суспільного розвитку.
Зазначено, що співробітництво територіальних громад є важливим інструментом сприяння розвитку ОТГ. Із початком процесу децентралізації він відійшов на другий план, хоча потенціал співробітництва є великим. Співробітництво може стати одним з механізмів інтеграції громад між собою. Метою такого співробітництва є підвищення якості надання послуг населенню, розвиток територій та покращення добробуту громадян. Співробітництво територіальних громад передбачає об'єднання їх ресурсів та зусиль на договірній основі та дає можливість протестувати готовність до об'єднань ОТГ, а також їх розширення за рахунок приєднання інших територіальних громад.

PERSPECTIVES FOR THE DEVELOPMENT OF THE UNIFIED TERRITORIAL COMMUNITIES IN UKRAINE
Summary
The essence of the state policy for the development of the territorial communities is analyzed in the paper, the main approaches to its implementation are defined, the need to streamline the relevant tasks between the different levels of government are proved, the specific mechanisms that in the context of decentralization will provide the communities with more rights for the socio-economic development the of territories are improved, the quality of public services is increased.
The regional policy is becoming a significant instrument for the spatial regulation of the socio-economic development of the country, which implies a balanced and sustainable development of the regions and the growth of the economic level of the territory by creating the favorable conditions for the development of all regions, as well as territorial communities, taking into account their natural, historical, environmental, economic, geographical, demographic and other characteristics, their ethnic and cultural identity.
The basic advantages of territorial reforms implementation are proved and defined. The stages of UTC creation are considered and prospects of their development in Ukraine are analyzed. The medium-term action plan of the government until 2020 on the reform of local self-government is analyzed. It is established that the reform of the administrative and territorial structure of the country is a complex, multi-level and large-scale process, which is closely related to the efficiency of all systems and components of social development. Consequently, this reform should take place in the context of a systemic reform of the administrative and territorial structure at all levels, based on the approved conceptual framework of the reform and a clear understanding of its implementation strategy.
It was noted that the cooperation of territorial communities is an important instrument to promote the development of UTC. Since the beginning of the decentralization process, it has been relegated to the background, although the potential for cooperation is considerable. Cooperation can be a mechanism for the communities' integration against each other. The purpose of such cooperation is to improve the quality of services to the population, the development of territories and the welfare of citizens. The cooperation of the territorial communities involves the pooling of their resources and efforts on a contractual basis. Such cooperation makes it possible to test the readiness of associations for UTC, as well as its expansion through the accession of other territorial communities.
