СВІТОВИЙ ДОСВІД ФОРМУВАННЯ ТА РЕАЛІЗАЦІЇ ДЕРЖАВНОЇ ПОЛІТИКИ ІННОВАЦІЙНОГО РОЗВИТКУ АГРАРНОГО СЕКТОРУ
Анотація
У статті обгрунтовано доцільність та формалізовано змістовність удосконалення державної політики інноваційного розвитку аграрного сектору в Україні на основі адаптації досвіду розвинених країн світу. Визначено стратегії інноваційного розвитку аграрного сектору провідних країн світу та можливості їх використання в Україні. Встановлено, що глобальні тенденції розвитку науки та інновацій характеризуються зростанням державного регулювання та підтримки, зміною панорами наукових досліджень, закріпленням зв'язків між наукою і виробництвом, зростанням частки нетехнологічних інновацій. Ідентифіковані ключові принципи механізму реалізації державної політики інноваційного розвитку аграрного сектору країн світу: комплексний характер ефективної аграрної політики; централізація державного управління аграрним сектором; систематизована нормативно-правова база і регулярне прийняття законів з урахуванням змін на внутрішньому і зовнішніх аграрних ринках тощо. Визначено загальні заходи з удосконалення державної політики інноваційного розвитку аграрного сектору, властиві всім економічно розвинутим країнам: пряме фінансування НДДКР у формі субсидій для формування та використання інновацій, на розробки та просування нових технологій в аграрному секторі; пільгове кредитування інноваційної діяльності, яке передбачає повну або часткову компенсацію відсотків, сплачених за банківськими кредитами за рахунок коштів спеціальних фондів або державного бюджету; надання податкових пільг як засіб непрямого стимулювання та мотивування до інноваційної діяльності; митні пільги або повне звільнення від сплати митних податків у разі імпорту наукового або високотехнологічного обладнання.

WORLD EXPERIENCE OF FORMATION AND REALIZATION OF THE STATE POLICY INNOVATIVE DEVELOPMENT AGRARIAN SECTOR
Summary
The article substantiates the expediency and formalized content of the improvement of the state policy of innovative development of the agrarian sector in Ukraine on the basis of the adaptation of the experience of the developed countries of the world. The strategies of innovative development of the agrarian sector of the leading countries of the world and possibilities of their use in Ukraine are determined. It is established that the global trends in the development of science and innovation are characterized by an increase in state regulation and support, a change in the panorama of scientific research, the consolidation of the links between science and production, and the growth of the share of non-technological innovations. Identified key principles of the mechanism of implementation of the state policy of innovative development of the agrarian sector of the world: the complex nature of an effective agricultural policy; centralization of public administration in the agrarian sector; a systematic regulatory framework and regular adoption of laws taking into account changes in the domestic and external agrarian markets, etc. In the conditions of significant limitation of all kinds of resources, the state in its innovation policy should be guided by the two-tier system of priorities of state support to the agrarian sector: 1) "growth points" — sectors that can provide a future breakthrough; 2) "stabilization points" — the basic or traditional branches. The general measures aimed at improving the state policy of innovative development of the agrarian sector, which are characteristic of all economically developed countries, are determined: direct financing of R & D in the form of subsidies for the formation and use of innovations, the development and promotion of new technologies in the agricultural sector; preferential crediting of innovation activity, which provides for full or partial compensation of interest paid on bank loans at the expense of special funds or the state budget; granting of tax privileges as a means of indirect stimulation and motivation for innovation activity; customs exemptions or full exemptions from customs duties when importing scientific or high-tech equipment.
