ЖИТЛОВА ЕКОНОМІКА УКРАЇНИ: ПРОБЛЕМИ ТЕОРІЇ ТА ПРАКТИКИ

Анотація

У статті розглянуто теоретичні проблеми та практичні аспекти становлення та функціонування житлової економіки України. Зокрема зазначено, що житлова економіка є важливою сферою людської діяльності, мезоекономікою. Житлова економіка створює умови для задоволення однієї з первинних фізіологічних, соціальних, матеріальних, духовних та культурних потреб людини як індивідуума. Це потреба у житлі. Житлова економіка є окремою галуззю науки, формування якої нині відбувається в Україні. Житлова економіка як мезоекономіка є зв'язковою ланкою між макроекономікою та мікроекономікою і, таким чином, має важливий вплив на функціонування економічної системи та народного господарства в цілому.
Функціонування та модернізація житлової економіки вже тривалий час пов'язані з розв'язанням важливої для кожної людини, родини, суспільства в цілому, житлової проблеми. В Україні, як зазначив автор в одній з публікацій, ця проблема є "оголеним нервом суспільства".

HOUSING ECONOMY IN UKRAINE: MATTERS OF THEORY AND PRACTICE

Summary

The article is treating the theory problems and practical aspects establishing and functioning of housing economy in Ukraine. It is worth mentioning that housing economy is an important sphere of human activity, mezoeconomics. Housing economy creates conditions for the fulfillment of one of the basic physiologic, social, material, spiritual and cultural needs of a person as an individual. This need is the need for a house. Housing economy is a separate branch in science which formation is currently happening in Ukraine. Housing economy as mezoeconomy is a joining bridge between macroeconomics and microeconomics, and therefore greatly affects the functioning of the economic system and domestic manufacture as a whole.
The functioning and modernization of the housing economics for a long time was related to a problem solving for every person, every family, society as a whole, that is lodging problem. In Ukraine, as was mentioned by the author in one the publications, this issue is the hot topic in our society.
Lodging is considered to be one of the basic human values, just as important as food, water, and clothing, as well as community, society, State etc. For the entire time of human existence lodging went through a serious evolution — from caves and other primitive forms of shelter against climate conditions and predators to modern construction just like "Burj Khalifa" in Dubai. The skyscraper is 828 meters tall. Housing/lodging is one of the most important elements of the material culture for the humanity. Having a home — is one of the basic parameters that show the life quality of population in different countries. The humanity experience in housing funds is an important component of the national treasures of the world. The right to dwelling is one of the basic human rights guaranteed by Constitution many countries on the world including Ukraine. Housing economics in its science quality forms a system of terms regarding lodging, housing, housing fund, housing needs, housing sectors, regarding their types, forms of management, forms of property, types of settlement, depending on the architectural and national, as well as historical peculiarities. As science it defines the mechanisms of functioning of a private, municipal, collective and State housing sectors, as well as the lodging for people with low income and/or homeless etc. There are being formulated the principles of functioning of the housing markets, housing business, its risks, the effect of housing economics on the development of social sphere of land usage, and the instruments for the housing policy, etc.
