ІСТОРІЯ ПРОВЕДЕННЯ РЕФОРМИ ВИЩОЇ ОСВІТИ В ЄВРОПІ

Анотація

Статтю спрямовано на вивчення особливостей протікання процесу реформування в системі вищої освіти в Європі. Автор приділяє увагу історії та першим етапам розвитку нової системи вищої освіти, детально вивчаючи різні прийняті декларації.
Так, автор вказує, що процес реформування вищої освіти в Європі перед усім пов'язаний з формуванням спільного освітнього та наукового простору, що викликає необхідність розробляти єдині критерії та стандарти в цій сфері.
Автор вважає, що необхідність проведення освітньої реформи було пов'язано зі скороченням податкової бази, а також широким поширенням нових соціальних установок в європейському суспільстві.
Крім цього, в статті розкриваються проблеми, пов'язані з поточною ситуацією процесу реформування вищої освіти в Європі, визначаючи можливі шляхи їх вирішення. У висновку автор вказує на роль держави та державного управління в системі вищої освіти, а також на механізми, виконання яких необхідне для подальшого його розвитку.

THE HISTORY OF THE REFORM OF HIGHER EDUCATION IN EUROPE

Summary

This article aims to explore the characteristics of the process of reform in higher education in Europe. The author pays attention to the history and the first stages of the development of a new system of higher education, studying in detail the various declarations adopted.
Thus, the author points out that the process of reforming higher education in Europe is primarily associated with the formation of a common educational and scientific space, which necessitates the development of uniform criteria and standards in this area.
The author believes that the need for educational reform was associated with a reduction in the tax base, as well as the wide distribution of new social attitudes in European society.
The article also discloses the provision on the current state of higher education in Europe. The author notes that higher education is increasingly functioning in the quasi-market, where governments continue to play an important leadership role. Also, globalization, internationalization and Europeanization challenged the national borders of higher education systems and posed new questions to governments and universities. The main trend has been the strengthening of higher education institutions as organizations. The author argues that increased institutional autonomy means a higher level of accountability, as well as more rigorous and detailed quality assurance procedures at the state and institutional levels.
In addition, the article reveals the problems associated with the current situation in the process of reforming higher education in Europe, identifying possible solutions. One of the consequences of a shift in authority and responsibility between different levels in higher education systems is that many powers have been accumulate at the highest level of institutions.
In conclusion, the author points out the role of the state and public administration in the higher education system, as well as the mechanisms those are necessary for its further development. In higher education, the new role of the state can be call stimulating, because it creates an environment of higher education in which the state monitors results at the state level without much detailed intervention. In some countries, we can say that the state controls the market. Over the past two decades, most European countries have also revised their financing systems for higher education.
