ПРОБЛЕМНІ ПИТАННЯ У СФЕРІ ІНСТИТУЦІЙНОГО ДОГЛЯДУ ТА ВИХОВАННЯ ДІТЕЙ В УКРАЇНІ
Анотація
У статті досліджуються проблемні питання у сфері інституційного догляду та виховання дітей в Україні. Виявлено, що основними проблемними питаннями є: недосконалість нормативно-правової бази з регулювання надання соціальних послуг дітям-сиротам, дітям, позбавлених батьківського піклування, дітям з інвалідністю, дітям з особливими освітніми потребами та дітям, які перебувають у складних життєвих обставинах; нерозробленість кількісних критеріїв-індикаторів оцінки стану системи інституційного догляду та виховання дітей в Україні; відсутність уніфікованого підходу до управління сферою інституційного догляду та виховання дітей; відсутність чіткої організації взаємодії громадськості з органами державної влади та місцевого самоврядування у питаннях реформування системи інституційного догляду та виховання дітей; відсутність системної оцінки неефективності попередніх спроб міністерств реформувати систему інституційного догляду та виховання дітей; відсутність державної гарантії щодо професійності дій усіх сторін із захисту дітей та їхніх прав у контексті реформування системи інституційного догляду та виховання дітей; нерозробленість методичного забезпечення, необхідного для впровадження реформи системи інституційного догляду та виховання дітей; відсутність детального аналізу діяльності існуючої мережі закладів інституційного догляду за дітьми; нерозробленість критеріїв моніторингу процесу реформування системи інституційного догляду та виховання дітей; нерегламентована відповідальність об'єднаних територіальних громад та міст обласного значення щодо надання соціальних послуг дітям-сиротам, дітям, позбавлених батьківського піклування, дітям з інвалідністю, дітям з особливими освітніми потребами та дітям, які перебувають у складних життєвих обставинах, що створює для цієї категорії дітей низку ризиків і проблем; відсутність громадського контролю за системою інституційного догляду та виховання дітей; недосконалість організаційно-штатної структури та витрат на утримання персоналу, що працює в інтернатах; зменшення цільового фінансування потреб закладів інституційного догляду та виховання дітей тощо.

PROBLEMS IN THE FIELD OF INSTITUTIONAL CARE AND HEALTH OF CHILDREN IN UKRAINE
Summary
The article deals with problematic issues in the field of institutional care and education of children in Ukraine. It was revealed that the main issues are: the imperfection of the regulatory and legal framework for regulating the provision of social services to orphans, children deprived of parental care, children with disabilities, children with special educational needs and children in difficult living conditions; lack of development of quantitative criteria-indicators for assessing the state of the institutional care and upbringing of children in Ukraine; lack of a unified approach to managing the institutional care and upbringing of children; lack of a clear organization of interaction of the public with state authorities and local self-government in matters of reforming the system of institutional care and upbringing of children; the lack of a systemic assessment of the inefficiency of previous attempts by ministries to reform the system of institutional care and upbringing of children; absence of a state guarantee for the professionalism of the actions of all parties for the protection of children and their rights in the context of reforming the system of institutional care and upbringing of children; undeveloped methodological support necessary for the implementation of the reform of the institutional care system and the upbringing of children; lack of detailed analysis of the existing network of institutions for institutional care of children; undeveloped criteria for monitoring the process of reforming the institutional care and upbringing of children; unregulated liability of united territorial communities and cities of oblast importance for the provision of social services to orphans, children deprived of parental care, children with disabilities, children with special educational needs and children who are in difficult living conditions, which creates for this category of children a number of risks and problems; the lack of public control over the system of institutional care and upbringing of children; the imperfection of the staffing structure and the cost of maintaining the staff working in boarding schools; reduction of target financing of institutions for institutional care and upbringing of children, etc.
