ЛІБЕРАЛІЗАЦІЯ СФЕРИ ПОСЛУГ ВОДОПОСТАЧАННЯ ТА ВОДОВІДВЕДЕННЯ

Анотація

У статті аналізується питання впливу світових процесів з глобалізації та лібералізації на формування політики у сфері водопостачання та водовідведення. Досліджуючи проблеми реалізації державно-приватного партнерства у сфері водопостачання та водовідведення України, а також позитивні та негативні результати державно-приватного партнерства в інших країнах світу, автор визначає причинно-наслідковий зв'язок між інституційними реформами та їх результатами. Автор приділяє увагу визначенню термінів глобалізація, лібералізація ринку послуг з водопостачання та водовідведення, державно-приватне партнерство, приватизація, які дозволяють зрозуміти принципи та тенденції залучення приватного сектору (приватних інвестицій) у сферу водопостачання та водовідведення. А порівняння світових та українських підходів до визначення термінів та практик застосування дозволяє дослідити різницю та виокремити необхідні для врегулювання питання. Проведений аналіз впливу глобалізації та лібералізації на сферу водопостачання та водовідведення, а також результатів реалізації державно-приватного партнерства в різних країнах світу, мінливість підходів і політик у цій сфері, викрив базову проблему, яка полягає у боротьбі за спільний ресурс — воду. Автор звертає увагу на останні світові тенденції щодо ремуніципалізації послуг водопостачання та водовідведення, що свідчить про посилення муніципалізації, та зазначає, що найкраще управління та регулювання водними ресурсами як спільними ресурсами розміщеними на певній території може бути забезпечено тільки потужними муніципалітетами, які відповідатимуть за економічний, екологічний та соціальний добробут громади. Але потужність муніципалітету забезпечується вмінням громади ефективно управляти спільним ресурсом, що не визначається державою "зверху", а формується самою громадою шляхом створення інституцій самоврядування, забезпечення, довіри та контролю.

LIBERALIZATION OF THE WATER SUPPLY AND WASTEWATER SERVICES

Summary

This article examines the impact of global processes on globalization and liberalization on water and wastewater policy-making. Exploring the problems of public-private partnership in the water supply and wastewater in Ukraine, as well as the positive and negative results of public-private partnership in other countries of the world, the author determines the cause-and-effect relationship between institutional reforms and their results. The author focuses on the definition of terms globalization, liberalization of the market of water supply and wastewater services, public-private partnership, privatization, which allow to understand the principles and tendencies of involvement of the private sector (private investments) in the water supply and wastewater. Comparing world and Ukrainian approaches to defining terms and practices allows us to investigate the differences and to identify issues that are needed to resolve the issue. The analysis of the impact of globalization and liberalization on water supply and wastewater, as well as the results of public-private partnership in different countries of the world, the variability of approaches and policies in this field, revealed the basic problem that lies in the struggle for a common resource — water. The author draws attention to the latest global trends in the re-municipalisation of water supply and wastewater services, which demonstrates the strengthening of the municipality, and notes that the best management and regulation of water resources, as shared resources located in a certain territory, can only be provided by powerful, economically responsible municipalities, environmental and social well-being of the community. However, the capacity of a municipality is ensured by the ability of the community to effectively manage a shared resource, not determined by state centralized top-down reforms, but formed by the community itself through the creation of institutions of self-government, security, trust and control. Strengthening the role of the municipality while changing institutional processes will lead to a weakening of the level of state intervention in the activities of water supply and wastewater companies. Reasonable involvement of the private sector in the water supply and wastewater while maintaining communal property, proper self-government control and responsibility for the effective use of the community's shared resource will improve the industry's status, quality and accessibility of services.
