ПРИНЦИПИ РЕГУЛЯТОРНОЇ ПОЛІТИКИ РОЗВИТКУ НАЦІОНАЛЬНОЇ ЕКОНОМІКИ

Анотація

Запропоновано підхід до формування переліку принципів регуляторної політики розвитку національної економіки, який побудовано на основі взаємодії та взаємного врахування принципів теорій розвитку та теорій регулювання з їх розподілом на загальнотеоретичні та орієнтаційні принципи розвитку, що дає змогу встановити підпорядкованість одних принципів іншим та відповідність процесу розвитку орієнтаційним (цільовим, функціональним або забезпечуючим) принципам регуляторної політики. Сформовано перелік базових принципів регуляторної політики розвитку національної економіки, який представлено сукупністю законодавчо встановлених принципів регуляторної політики та принципів дієвості, динамічності та узгодженості, а також результативності змін. Дотримання у регуляторній політиці розвитку національної економіки таких принципів дає змогу забезпечити належну віддачу від впровадження регуляторної політики та злагодженість дій щодо покращення розвитку в різних сферах економіки та зміни регуляторної політики, які сприятимуть прискоренню їх розвитку.

PRINCIPLES OF REGULATORY POLICY OF THE DEVELOPMENT OF NATIONAL ECONOMY

Summary

Study of the principles that have been reflected in theories and approaches, as well as based on the list of basic principles of regulatory policy of the development of national economy will improve the process of formation of regulatory policy and increase the effectiveness of its implementation. The purpose of the article is to form a list of principles of regulatory policy of the development of national economy based on interaction and mutual consideration of the basic principles of the development and regulation theory. The principles of national economy development are systematized, which shows the dependence of some principles on others; the principles of development regulation as the basis of regulatory policy are also systematized. The correlation between regulation and development principles is established. The relationship between regulation and development principles is considered. The approach to the list of principles of regulatory policy of national economy development is proposed, which is based on interaction and mutual consideration of the principles of development theories and regulation theories divided into general theoretical and orientation principles of development. It allows establishing the dependence of some principles on others and conforming to the orientation development process (target, functional or supportive) principles of regulatory policy. A list of basic principles of regulatory policy of the development of national economy is provided; the whole of legislatively established principles of regulatory policy and principles of effectiveness, dynamism (the need for constant changes in accordance with changing needs) and consistency, as well as the effectiveness of changes are presented. Compliance with the regulatory policy of the development of national economy allows ensuring appropriate return on the implementation of regulatory policy and coherence of actions to improve development in various spheres of economy and changes of regulatory policy to enhance their development.
