ОРГАНІЗАЦІЙНО-ПРАВОВИЙ МЕХАНІЗМ ДЕРЖАВНОГО УПРАВЛІННЯ ВИЩОЮ ОСВІТОЮ УКРАЇНИ
Анотація
Статтю спрямовано на вивчення основних особливостей організацій но-правового механізму та розширення його впливу на управління галуззю вищої освіти.
Автор статті акцентує увагу на необхідності проведення оптимізації правового та адміністративного механізмів з метою розширення впливу суспільства на управління освітньою сферою.
У статті розкрито суть поняття державного управління в сфері освіти, спираючись на дослідження сучасних наукових діячів, описано суть та основні методи державного управління в системі вищої освіти. Також визначено повноваження органів управління в системі вищої освіти.
Зупиняючись на адміністративно-правовому механізмі державного управління сферою освіти, виділено ряд елементів, які впливають на розвиток суспільних відносин у сфері вищої освіти, спираючись на завдання держави та суспільства в цілому.
Ключові слова: вища освіта; система вищої освіти; європейська освіта; реформування системи вищої освіти; організаційно-правовий механізм; органи управління вищою освітою.

ORGANIZATIONAL AND LEGAL MECHANISM OF PUBLIC ADMINISTRATION OF HIGHER EDUCATION OF UKRAINE
Summary
This article aimed at studying the main features of organizations of the legal mechanism and expanding its influence on the management of the higher education industry.
The author of the article focuses on the need to optimize the legal and administrative mechanisms in order to expand the influence of society on the management of the educational sphere.
It is emphasized that the development and implementation of a modern system of public administration in the higher education system will allow optimizing the conditions of functioning of this sphere in the modern conditions of innovative development to ensure the integration of our country into the European educational space.
It noted that the concept of public administration of higher education is complex in structure, multifunctional activity of public authorities together with local self-government bodies, which aims at improving the efficiency of functioning of the entire higher education system in accordance with the tasks and goals of development of society and the state.
In the article author reveals the essence of the concept of public administration in the field of education, based on the research of modern scientists, describes the essence and basic methods of public administration in the system of higher education. The article also defines the powers of governing bodies in the higher education system.
The author defines the general system of state education management bodies as a hierarchical system of bodies consisting of higher, central, regional, regional and district levels. However, it should be noted that the management of education is exercised only by the first three bodies, each of which has its own powers in the formulation and implementation of the state education policy.
Focusing on the administrative and legal mechanism of public administration in the field of education, the author highlights a number of elements that influence the development of public relations in the field of higher education, based on the tasks of the state and society as a whole.
In conclusion, the author indicates a number of areas that are necessary for implementation in order to further develop the sphere of higher education in Ukraine and be subject to state regulation by the competent authorities.
