НАУКОВО-МЕТОДИЧНИЙ ПІДХІД ДО ОЦІНЮВАННЯ ДЕРЖАВНОГО РЕГУЛЮВАННЯ СТРУКТУРНИХ ЗРУШЕНЬ

Анотація

У статті визначено основні науково-методичні підходи до оцінювання державного регулювання структурних зрушень. З'ясовано, що аналіз та оцінка структури економіки можуть бути здійснені у різних напрямах, визначених самим поняттям "структура економіки". Серед науково-методичних підходів оцінки регуляторних заходів щодо стимулювання позитивних структурних зрушень виокремлено ряд якісних підходів. Моніторинг та контроль за впровадженням заходів структурної політики здійснюється у таких напрямах: прогнозування впливу на структурні пропорції; визначення можливостей гнучкого та своєчасного реагування державного апарату на кризові явища; розробка стратегій та програм структурного розвитку; відстеження рівня нормативного та матеріального забезпечення відповідних регуляторних заходів та уповноважених на їх реалізацію державних структур тощо.
З'ясовано, що з метою здійснення відповідних заходів з моніторингу доцільно здійснювати статистичну оцінку впливу регулюючих заходів на структурні зрушення. Обгрунтовано, що для аналізу структурних зрушень в економіці також використовуються математико-статистичні методи, у тому числі використовують: лінійний коефіцієнт структурних зрушень; середній квадратичний коефіцієнт абсолютних структурних зрушень; середній квадратичний коефіцієнт відносних структурних зрушень; інтегральний коефіцієнт структурних зрушень К. Гатєва; узагальнюючий показник структурних зрушень А. Салаї; індекс В. Рябцева тощо.

THE SCIENTIFIC AND METHODICAL APPROACH TO THE EVALUATION OF STATE REGULATION OF STRUCTURAL DISORDERS

Summary

The article identifies the main scientific and methodological approaches to the evaluation of state regulation of structural changes. It is found that the analysis and evaluation of the structure of the economy can be carried out in different directions, defined by the very concept of "structure of the economy". A number of qualitative approaches were identified among the scientific and methodological approaches to assessing regulatory measures to stimulate positive structural changes, including the provision of continuous monitoring of the current state and results of structural policies pursued by the state aimed at promoting the development of priority sectors and sectors of the economy. Monitoring and control over the implementation of structural policy measures is carried out in such areas as: forecasting the impact on structural proportions of processes in socio-cultural, political, environmental, economic, scientific and technical spheres; defining the possibilities of flexible and timely response of the state apparatus to crisis phenomena of the external environment, minimizing their impact on the structural balance; developing structural development strategies and programs; tracking of normative and material support of appropriate regulatory measures and their implementation authorized government agencies and others.
It has been found that in order to implement appropriate monitoring measures, it is advisable to carry out a statistical assessment of the impact of regulatory measures on structural shifts. It is substantiated that mathematical and statistical methods are used to analyze structural changes in the economy, which allow to determine, in absolute or relative terms, the impact of individual measures on structure indicators, including the use of: linear coefficient of structural changes; average square coefficient of absolute structural shifts; average square coefficient of relative structural shifts; K. Gatiev's integral coefficient of structural shifts; A. Salai's general indicator of structural changes; V. Ryabtsev's index, etc.
The investigated results, which have achieved greater efficiency using reconstruction in their political field, have used the identification number of those who changed their power, and initially established and used quite real results of work, and they are constantly used in recent cases. At the same time, it is advisable to use both qualitative analysis approaches, focused on determining the nature and nature of structural changes, and the calculation of quantitative indicators that allow determining in absolute or relative dimensions the degree of influence of a regulatory measure on changes in the economic structure.
