СУЧАСНИЙ СТАН ПРОХОДЖЕННЯ ПУБЛІЧНОЇ СЛУЖБИ В УКРАЇНІ
Анотація
Статтю присвячено дослідженню сучасного стану проходження публічної служби в Україні. Наведено динаміку кількості державних службовців та їх структуру за статтю в Україні протягом 2016—2018 років. Встановлено, що загалом протягом останніх трьох років кількість державних службовців в Україні зменшилася, а у структурі державних службовців в Україні за статтю протягом 2016—2018 років левова частка припадає на жінок. Наведено кількість державних службовців у розрізі державних органів в Україні у 2018 році. Встановлено, що найбільша чисельність державних службовців у 2018 році спостерігалася у ЦОВВ (у т.ч. їх територіальних органах), у обласних, Київській державній адміністрації та у міністерствах. Наведено категорії посад державної служби відповідно до Закону України "Про державну службу". Наведено динаміку фактичної чисельності працюючих державних службовців за категоріями посад в Україні протягом 2016—2018 років. З'ясовано, що протягом останніх трьох років спостерігається кількості державних службовців за всіма категоріями посад. Наведено структуру підвищення кваліфікації державних службовців за рахунок місцевих бюджетів та структуру підвищення кваліфікації державних службовців, посади яких належать до 6—9 групи оплати праці у 2018 році. Подано напрями підвищення кваліфікації державних службовців в Україні.

CURRENT STATE OF PUBLIC SERVICE IN UKRAINE
Summary
The article is devoted to the study of the current state of public service in Ukraine. The dynamics of the number of civil servants and their structure by sex in Ukraine during 2016—2018 are presented. It has been established that in the last three years the total number of civil servants in Ukraine has decreased, and in the structure of civil servants in Ukraine by gender, in 2016—2018 the lion's share is women. The number of civil servants by type of government in Ukraine in 2018 is given. It was found that the highest number of civil servants in 2018 was observed in the CEB (including their territorial bodies), in the oblast, Kyiv state administration and ministries. The categories of civil service positions according to the Law of Ukraine "On Civil Service" are given. The dynamics of the actual number of working civil servants by category of positions in Ukraine during 2016—2018 is given. It is found that over the past three years, there has been a number of civil servants across all job categories. The structure of training of civil servants at the expense of local budgets and the structure of training of civil servants, whose positions belong to 6-9 pay groups in 2018, are presented. It has been established that in the structure of civil servants training at the expense of local budgets in 2018 the lion's share is in the programs of thematic short-term seminars. Most civil servants whose positions belong to the 6—9 pay group in 2018 have received advanced training in central executive bodies and ministries. In addition, during 2018, 30,391 civil servants underwent various training activities, the lion's share of which is attributable to civil servants on corruption, civil servants of the CEB, whose positions belong to the 1—5 pay group, and civil servants of the CEB, positions which belong to 6—9 pay groups. At the same time, the smallest share in this structure belongs to the members of the selection boards, who are selected for the positions of reform specialists, as well as the civil servants within the framework of the annual All-Ukrainian competition "Best Civil Servant". The directions of professional development of civil servants in Ukraine are presented.
