СВІТОВИЙ ДОСВІД ВИКОРИСТАННЯ ІНСТРУМЕНТІВ ДЕРЖАВНОЇ ІНВЕСТИЦІЙНОЇ ПОЛІТИКИ

Анотація

Інвестиційна активність у країні багато в чому є відображенням ступеня продуманості реалізованої державної інвестиційної політики та ефективності застосування основних інвестиційних інструментів. У статті представлено систематизацію заходів державної підтримки, що дозволяє більш чітко позначити роль держави в стимулюванні інвестиційного процесу, і наведено огляд практики застосування найбільш затребуваних бюджетних інструментів державної інвестиційної політики в окремих розвинених країнах. Значний вплив на економіку справляють тільки дуже великі разові інвестиції або досить потужні й тривалі потоки безлічі дрібних (середніх) інвестицій. Реально наука "Державне управління" займається тільки ними. Типова схема впливу інструментів державної інвестиційної політики зводиться до такого. Інструменти впливають на обсяг і ціну кредитних ресурсів. Вони безпосередньо позначаються на обсязі інвестицій. Зміна їх обсягу, наприклад, зростання, зумовлює збільшення кількості робочих місць і пов'язаної із цим заробітної плати. І, як наслідок, зростання обсягу заробітної плати викликає збільшення попиту. Останній створює індуковані інвестиції й індукований попит так, як це описав Дж. Кейнс. Збільшення позичених коштів приводить також до відкриття нових рахунків у банках, що викликає мультиплікативний ефект зростання грошової маси, а це, у свою чергу, впливає на обсяг первинних інвестицій. Зростання обсягів заробітної плати забезпечує додатковий попит на споживчі товари, що зумовлює зменшення величини товарних запасів. Передбачається, що це автоматично викличе нові замовлення в промисловості. Але у господарюванні це не так або не завжди так.
У статті представлено результати дослідження міжнародного досвіду в області інвестиційної політики та створення інструментів формування і розвитку інвестиційного потенціалу території. Визначено вплив інструментів поліпшення інвестиційного потенціалу на його складові елементи. Виділено позитивні і негативні сторони впливу інструментів на інвестиційну складову території. Аналіз державної інвестиційної політики, що проводиться в країнах з ринковою економікою, свідчить про те, що вона, як правило, не зводиться лише до створення загальних умов інвестиційної діяльності, а передбачає активну роль держави в створенні системи довгострокового фінансування економіки.

WORLD EXPERIENCE OF USING INSTRUMENTS OF PUBLIC INVESTMENT POLICY

Summary

Investment activity in the country is largely a reflection of the degree of reasonableness of the implemented state investment policy and the effectiveness of the use of basic investment instruments. The article presents a systematization of state support measures, which allows a more clear definition of the role of the state in stimulating the investment process, and provides an overview of the practice of applying the most popular budget instruments of state investment policy in selected developed countries. Only very large one-time investments or quite powerful and long-lasting flows of many small (medium) investments have a significant impact on the economy. In reality, the science "Public administration" deals only with them. A typical pattern of influence of public investment policy instruments is as follows. Tools affect the volume and price of credit resources. They directly affect the amount of investment. The change in their volume, for example, growth, leads to an increase in the number of jobs and related wages. And, as a result, wage growth causes an increase in demand. The latter creates induced investment and induced demand as described by J. Keynes. The increase in borrowed funds also leads to the opening of new accounts in banks, causes a multiplicative effect of the growth of the money supply, and this, in turn, affects the amount of initial investment. The growth of wages provides additional demand for consumer goods, which leads to a decrease in inventories. It is assumed that this will automatically trigger new orders in the industry. But in economic management it is not so or not always the case.
The article presents the results of the study of international experience in the field of investment policy and the creation of tools for the formation and development of the investment potential of the territory. The influence of investment potential improvement instruments on its constituent elements has been determined. The positive and negative sides of the impact of the instruments on the investment component of the territory are highlighted. The analysis of the state investment policy, conducted in the countries with market economy, shows that, as a rule, it is not limited only to the creation of general conditions of investment activity, but assumes an active role of the state in creating a system of long-term financing of the economy.
