РОЗБУДОВА СИСТЕМИ СТРАТЕГІЧНИХ КОМУНІКАЦІЙ: ДОСВІД НАТО
Анотація
У статті проаналізовано досвід використання стратегічних комунікацій в Організації Північноатлантичного договору. Тимчасова окупація Російською Федерацією частини території України, розпалювання збройного конфлікту у східних регіонах України, необхідність формування безпекових та оборонних спроможностей держави і впровадження у практику кращого світового досвіду, яким на сьогодні обгрунтовано вважають досвід держав-членів НАТО, що має забезпечити можливість набуття у майбутньому членства в цій організації, актуалізують опрацювання та аналіз проблемних питань стратегічних комунікацій як ефективної протидії у гібридній війні з боку Російської Федерації в секторі безпеки і оборони України. Аналіз використання стратегічних комунікацій в НАТО показав, що це ефективний і сучасний інструмент у глобальному інформаційному просторі, який дає змогу активно використовувати інформаційно-комунікаційні технології для розроблення чіткої інформаційної політики.

STRATEGIC COMMUNICATION SYSTEM DEVELOPMENT: NATO EXPERIENCE
Summary
This article analyzes the experience of using strategic communications in the North Atlantic Treaty Organization. Temporary occupation by the Russian Federation of part of the territory of Ukraine, fomentation of armed conflict in the eastern regions of Ukraine, the need to build the country's security and defense capabilities and put into practice the best world experience, which today is reasonably considered by the experience of the NATO member states, which will provide an opportunity for membership. in this organization, actualize the elaboration and analysis of problematic issues of strategic communications as an effective counteraction in the hybrid war of Russian Federation in defense and security sector of Ukraine.
An analysis of the use of strategic communications in NATO has shown that it is an effective and up-to-date tool in the global information space that enables the active use of information and communication technologies to develop a clear information policy.
For the first time, the issue of strategic communications development in Ukraine was raised in 2014 in the framework of the decisions taken at the NATO summit in Wales to support Ukraine in the face of Russian aggression. Alliance expressed readiness to provide advisory, practical and logistical assistance to Ukraine, including to consider launching a project to establish a national strategic communications center and situational centers within key authorities as a result of further developing a strategic communications system in the security and defense sector Ukraine, taking into account NATO's experience in this field, is extremely urgent and necessary.
Leading strategic communications experts say that we are currently in the process of forming a model for building a strategic communications system, but the system has not even been fully built yet. Important problems associated with the formation of an effective strategic communications system in Ukraine are finding a clear understanding of its components and effective coordination of the strategic communication entities at different levels with their own hierarchy, decision-making system, traditions and goals.
The main task of the state is to ensure the unity of the actions of these structures within a single vector of activity due to the overall practical coordination of actions and the creation of a system of unified messages that do not contradict each other.
At the instrumental level, an effective system of strategic communications is, above all, a uniquely formalized model of interaction between agencies, their operational co-ordination for the affirmation of a certain narrative, formed not only by the state itself, but in close interaction with representatives of society: scientists, experts, and public activists. In view of this, the issue of building a strategic communications system is a matter of coordination.
