ЗАРУБІЖНА ПРАКТИКА УПРАВЛІННЯ ІНВЕСТИЦІЙНО-ІННОВАЦІЙНОЮ ДІЯЛЬНІСТЮ
Анотація
Рушійним чинником і виразником досягнення прогресивних змін і становлення відповідного рівня розвитку продуктивних сил суспільства є активна і цілеспрямована інвестиційно-інноваційна діяльність.
Нині Україна намагається перейти до інвестиційно-інноваційного розвитку економіки, проте вона ще не достатньо підтримує науково-дослідну діяльність підприємств, рівень інноваційної діяльності залишається на досить низькому рівні. Вітчизняна економіка стикається із суворою конкуренцією на внутрішніх і зовнішніх ринках, із відсутністю необхідного досвіду знань у галузі реалізації інвестиційно-інноваційної діяльності. Тому актуальність дослідження зарубіжного досвіду в цій сфері є важливим для України, адже без нього неможливо створити ефективне інвестиційно-інноваційне регулювання власної системи економічного розвитку.
Теоретико-методологічною основою дослідження стали фундаментальні положення економічної теорії, праці вітчизняних та зарубіжних вчених з проблем інвестиційної та інноваційної діяльності. У процесі підготовки статті використано діалектичний метод пізнання, методи індукції і дедукції та монографічний метод.
У статті досліджено інвестиційно-інноваційні процеси в провідних країнах світу. Проаналізовано інноваційну політику за кордоном, охарактеризовано її концепцію, стратегію та пріоритети. Досліджено проблеми розвитку інвестиційно-інноваційної діяльності в Україні та узагальнено необхідність залучення зарубіжного досвіду в побудові ефективного механізму національного розвитку. У статті досліджується роль держави в побудові інноваційної моделі економіки України. Зроблено висновок стосовно надто низького рівня участі української держави у фінансуванні інноваційної моделі економічного розвитку. Визначено шляхи удосконалення управління інвестиційно-інноваційними процесами. Обгрунтовано принципи залучення інвестицій в інновації.

FOREIGN PRACTICE OF INVESTMENT-INNOVATION MANAGEMENT
Summary
Active and object-oriented investment and innovation activity is the driving force and expresser of the progressive changes achievement and establishment of the corresponding level of the society productive force development. Results of the fundamental studies of the Ukrainian and foreign scholars indisputably testify to the fact that the economic growth and renovation are predominantly conditioned by the amount and structure of the investments, their purposefulness, quality and rate of implementation. The effectiveness of the investment and innovation activity depends not only upon the level of the development of economic system, where it takes place, but first of all upon the choice of priorities of this activity matched by the grounded criteria of the assessment of the socio-economic results.
Today Ukraine tries to shift to the investment and innovative economic development, however, it does not provide enough support to the research activity of the enterprises so far, and the level of the innovative activity still remains quite low. The national economy faces the serious competition on the national and international markets with the absence of the necessary experience and knowledge in the sphere of the investment and innovation activity realization. Therefore, studying the foreign experience in the sphere is quite topical for Ukraine, since, without this, it is impossible to create the efficient investment and innovation regulation of the national economic development system.
The theoretical and methodological basis is represented by the fundamental provisions of the economic theory, works of the national and foreign scholars studying the problems of the investment and innovation activity. The article preparation employed the dialectic method of cognition, methods of induction and deduction, and monographic method.
The article studies the investment and innovation processes in the leading countries of the world. The essence, peculiarities of the investment and innovation model of development in the world countries and their impact upon the competitiveness of the economy are analyzed. The foreign innovation policy is analyzed along with its conception, strategy, and priorities. The investment and innovation activity development problems in Ukraine are studied and the necessity of involving the international experience in building the effective mechanism of the national development is generalized. The Article studies the state's role in the construction of the model of the Ukrainian innovative economy. The conclusion is drawn as to the level of the participation of Ukraine in funding the innovative economic development model, which is too low. The development of the innovative sphere is characterized by the essential reduction of the investment opportunities of the national and local budgets, absence of fully formed and reliable mechanisms of resources mobilization from the non-state resources of investment of the sci-tech and innovative activity. The article defines the methods of the investment and innovation processes and provides the grounding of the principles of the investments mobilization into the innovations.
