ОБГРУНТУВАННЯ НАПРЯМІВ РОЗВИТКУ ІННОВАЦІЙНОГО ПОТЕНЦІАЛУ АГРАРНОГО ВИРОБНИЦТВА
Анотація
Досліджено методологічні аспекти поняття "потенціал" та його зв'язок з поняттям "сукупності ресурсів". Охарактеризовано соціально-економічний розвиток аграрного потенціалу на регіональному рівні. Прослідковано взаємозалежність та характерні відмінності між поняттями "соціально-економічний розвиток" та "модернізаційний розвиток". Прослідковано досвід розвинених країн світу в питанні отримання доходів в аграрному секторі. Досліджено тенденції в розвитку сільськогосподарської техніки в Україні та світі. Охарактеризовано енергоємність вітчизняного виробництва. Досліджено світовий досвід застосування механізмів фінансового лізингу в сільському господарстві. Детально досліджено трудові ресурси в аграрному секторі економіки. Обгрунтовано необхідність послідовної та цілеспрямованої роботи зі створення збалансованих взаємопов'язаних продуктових технологічних ланцюжків. Наведено напрями державного регулювання розвитку інноваційного потенціалу аграрного виробництва на засадах технологічної модернізації аграрного сектору національної економіки. Визначено методичні та прикладні проблеми, що потребують вирішення у розвитку аграрного ресурсного потенціалу. Обгрунтовано концептуальні положення та охарактеризовано головні принципи щодо формування регіональної політики щодо підвищення результативності використання наявних ресурсів у складі аграрного ресурсного потенціалу. Запропоновано комплекс заходів, які спрямовані на підвищення результативності використання наявних ресурсів. У результаті запропонованих заходів обгрунтовано ключові напрями розвитку інноваційного потенціалу аграрного виробництва.

SUBSTANTIATION OF DIRECTIONS IN INNOVATIVE POTENTIAL DEVELOPMENT OF AGRICULTURAL PRODUCTION
Summary
methodological aspects of the concept of "potential" and its relation to the concept of "set of resources" are investigated. The socio-economic development of agricultural potential at the regional level is characterized. The interdependence and characteristic differences between the concepts of "socio-economic development" and "modernization development" are traced. The experience of developed countries in the field of income generation in the agricultural sector is traced. Trends in the development of agricultural machinery in Ukraine and in the world are investigated. In particular, the complexity of the competition of domestic manufacturers of agricultural machinery is highlighted. The energy intensity of domestic production is characterized. In particular, it has been determined that high energy costs and low reliability of electricity supply have a greater impact on the cost and profitability of livestock products. The world experience of applying financial leasing mechanisms in agriculture is investigated. In particular, it is determined that today in Ukraine, under the state leasing program, the village purchases only 1,5% of machinery and equipment. Labor resources in the agrarian sector of economy are studied in detail. The need for consistent and purposeful work on creating balanced interconnected product technology chains is justified. The directions of state regulation of development of innovative potential of agrarian production on the basis of technological modernization of agrarian sector of national economy are given. Methodical and applied problems that need to be solved in the development of agricultural resource potential are identified. Conceptual provisions are substantiated and the main principles of regional policy formulation for increasing the utilization of available resources within the agrarian resource potential are characterized. A set of activities was proposed, which are aimed at improving the use of available resources.
As a result of the proposed measures two key directions of development of innovative potential of agrarian production are substantiated, namely: improvement of the legislative and normative base of the regional economy, as well as mechanisms for managing the border possibilities of the natural resource complex of the region in accordance with the economic interests of society; political orientation of regional governing bodies to improve the mechanisms of rational use of natural resource component of the modernization potential of the region.
