РОЛЬ ФУНДАМЕНТАЛЬНИХ ЦІННОСТЕЙ ТОЛЕРАНТНОСТІ ТА НАЦІОНАЛІЗМУ У ПРОЦЕСІ ФОРМУВАННЯ ДЕРЖАВНИХ СИСТЕМ
Анотація
У статті розглядається проблема співвідношення толерантного співжиття та національного самовизначення у державних системах поліетнічного типу. Сучасний світ є надзвичайно багатоманітний: близько 200 державних систем населяє понад 5 тисяч етносів, народностей та 2 тисячі народів. Більшість із цих систем є багатонаціональними (поліетнічними), навіть у межах унітарних держав. Усі живемо й завжди житимемо спільно з людьми різних національностей. З огляду на це, однією із основних проблем нині є визначення міри толерантності (терпимості) в цілому, як на загальносуспільному, так і на особистісному рівні. Адже завдяки їй, підтримується мир, здійснюється перехід від культури війни до культури миру. З іншого боку, таке зближення і нехтування частиною національних особливостей загрожує самобутності народів та етносів. У статті також здійснюється аналіз сучасних націєтворчих процесів в Україні в умовах регіональної ідеологічної поляризованості та військової агресії з боку Російської Федерації.

THE ROLE OF THE FUNDAMENTAL VALUES OF TOLERANCE AND NATIONALISM IN THE PROCESS OF FORMATION OF STATE SYSTEMS
Summary
In the article the problem of tolerance is examined in an ethnonacionality sphere. The modern world is extraordinarily diverse. Let's have a look just at its national range: there are over 5 thousand ethnoses and nationalities, and 2 thousand nations in about 200 state systems. Accordingly, majority of these systems are multinational (polyethnic), even within the limits of the unitary states. Taking this into account, one of the basic problems nowadays is the determination of tolerance measure on the whole, both at social and national levels. In this research the ethnic tolerance and the national tolerance are paid attention to. Ethnic tolerance is the tolerance to any displays of other ethnic mentality, and national tolerance is the absence of prejudices to the persons of other nationality. In fact any intolerance in the modern world has a direct relation to politics and is considered as a threat to peace and to safety. The modern nation-creation processes in Ukraine in the conditions of regional ideological polarization and military aggression from the side of Russian Federation is also analyzed in the article.
Thus, defining the boundaries of tolerance and national acceptance in multinational systems are urgent problems, as there is a danger of going to the extremes of their implementation. Society must constantly maintain a balance between the rights of national minorities and the dominant nation in the territory of a particular country. Both manifestations of intolerance and justification through it, encroachment on the basic national or ethnic values of a person are both pernicious and regressive. However, the problem is the subjectivity in the interpretation of the concept of "tolerance" and "nationalism", which can be manifested in the most unpredictable or extremely threatening form. After all, any intolerance in the modern world is directly related to politics and is seen as a threat to security and peace. The complex obstacle in the fight against intolerance and extreme nationalism is the prejudices and stereotypes that have been imposed and continue to be embedded in our archetypal consciousness in the process of socialization.
