РЕОРГАНІЗАЦІЯ СИСТЕМИ ДЕРЖАВНОГО РЕГУЛЮВАННЯ ЗБАЛАНСОВАНОГО РОЗВИТКУ БУДІВЕЛЬНОГО КОМПЛЕКСУ

Анотація

Зазначено, що державне регулювання збалансованого розвитку будівельного комплексу може бути сформовано як приведення будь-якої системи у відповідність з цілями її функціонування, що досягається шляхом впливів системи управління на елементи, що безпосередньо визначають хід процесу. Найбільш відомими формами регулювання економіки в розвинених країнах є стратегічне планування і регіональне програмування. Центральна проблема державного регулювання економіки полягає в тому, щоб вирішити питання щодо того, як можна скоординувати економічну діяльність мільйонів господарюючих суб'єктів. Водночас економічний процес, який здійснюється в умовах організаційної, тимчасової і просторової роз'єднаності, що грунтується на поділі праці і є високоспеціалізованим, за можливості не тільки протікав без перешкод, але і характеризувався б максимально можливою ефективністю.
Визначено, що об'єктами регулювання виступає національна економіка загалом, господарство регіонів, підприємства різних форм власності, сімейне господарство. Суб'єктами державного регулювання є державні органи, наділені відповідними повноваженнями, в т.ч. довірені особи, що керують державною власністю, пакетами акцій. В основних положеннях регіональної політики України під регіоном розуміється частина території України володіє спільністю природних, соціально-економічних, національно-культурних та інших умов. Регіон може збігатися з кордонами територій України, або об'єднувати території деяких регіонів України. Регіони виділяються на основі різних базових ознак: природних, економічних, історичних та ін.
Запропоновано визначити регіональний (територіальний) розвиток як режим функціонування регіональних систем, який орієнтований на позитивну динаміку параметрів рівня і якості життя населення, забезпечену стійким, збалансованим і взаємно не руйнуючи відтворенням соціального, ресурсного та екологічного потенціалів територій. Найважливішими ознаками регіонального розвитку є: стійкість; збалансованість; соціальна орієнтація.

REORGANIZATION OF THE STATE REGULATION SYSTEM OF BALANCED DEVELOPMENT OF THE BUILDING COMPLEX

Summary

It is stated that state regulation of balanced development of a building complex can be formed as bringing, any system in conformity with the goals of its functioning, which is achieved by the application of control effects on the elements that directly determine the course of the process. The most well-known forms of economic regulation in developed countries are strategic planning and regional programming. The central problem of state regulation of the economy is to address the question of how the economic activities of millions of businesses can be coordinated. Thus the economic process which is carried out in the conditions of organizational, temporal and spatial separation, based on division of labor and is highly specialized, if possible, not only proceeded without obstacles, but also would be characterized by the maximum possible efficiency.
It is determined that the objects of regulation are the national economy as a whole, the economy of the regions, the enterprises of different forms of ownership, the family economy. The subjects of state regulation are state bodies, which are endowed with relevant powers, including: proxies managing state property, stakes. In the basic provisions of regional policy of Ukraine, the region is understood to mean that part of the territory of Ukraine possesses a community of natural, socio-economic, national-cultural and other conditions. The region may coincide with the borders of the territories of Ukraine, or may unite the territories of some regions of Ukraine. Regions are distinguished on the basis of various basic features: natural, economic, historical, etc.
It is proposed to define regional (territorial) development as a mode of functioning of regional systems, which is oriented to the positive dynamics of the parameters of the level and quality of life of the population, provided with stable, balanced and mutually not destroying reproduction of social, resource and ecological potentials of the territories. The most important features of regional development are: sustainability; balance; social orientation.
Each entity has its goals and advantages, some of which inevitably find themselves competing or contradicting. In addition, it should be noted that the inequality of entities and as a result of receiving income from some to the detriment of others. This creates the preconditions for numerous socio-economic conflicts.
Of all the entities represented in the region only for regional and local governing bodies the central task is to ensure balanced and integrated development of subordinate enterprises. Only the goals of regional bodies have a long-term social character. The challenge for these bodies is to unite the interests of all regional development actors in order to solve the real problems of the region.
The subject of regulation is a set of interrelated problems that arise between economic entities, management and the population regarding the efficient use of territorial resources and integrated economic development. The tasks of regulation are to ensure that: the balance of interests of all stakeholders is ensured; uninterrupted and effective functioning of the socio-economic complex of the region; high standard of living of the population; balanced solution of socio-economic problems and preservation of the quality of the environment. All the tasks facing the subjects of state regulation of regional development can be divided into four blocks: regional, economic, social, environmental.
