ВИРІШЕННЯ ПИТАНЬ БЕЗРОБІТТЯ ТА ЕМІГРАЦІЇ В УМОВАХ ЄВРОПЕЙСЬКОЇ ІНТЕГРАЦІЇ
Анотація
Зазначено, що необхідно визнати роль держави в регулюванні міжнародних міграцій, тобто міграцій, пов'язаних із перетином державних кордонів. Завданням альтернативної концепції у вивченні цього типу міграцій повинен стати критичний погляд на роль держави в створенні "соціальних кордонів". Ядром політики держави є прийняття легітимних рішень. Легітимація політики досягається, однак, не тільки шляхом завоювання публічної політичної підтримки. Формуванням такого погляду на світ і зайняті офіційні державні організації різних рівнів. На різних організаційних рівнях і в різних історичних контекстах державності міграція проявляється в різному вигляді. "Вона може бути символічним маркером, що окреслюює межі національної солідарності; локальною соціальною проблемою з просторовими межами міських бідних районів; вона може зовсім зникнути з громадського поля зору". Вона не завжди є об'єктом публічної проблематизації. Публічне проблематизування відбувається тільки тоді, коли міграція загрожує поставити під сумнів легітимність політичних рішень.
Визначено, що у разі трудової міграції можна стверджувати, що символічне виключення веде до інституційної дискримінації, а та — до публічної проблематизації і виправдання виключення. "У разі ж етнічної міграції механізм виключення працює в зворотну сторону: проблема легітимності національної приналежності вирішується публічною проблематізацією міграції, яка виправдовує символічне виключення і невидиму дискримінацію. Етнічним німцям залишають право на приналежність до нації, але одночасно приписують їх до "особливо слабких" членів національної спільноти. Держава водночас знімає з себе відповідальність за їх соціальну неповноцінність, пояснюючи її глибинними недоліками самих мігрантів.Так пояснюється обговорення міграції, вже за своїм визначенням вписаної в примордіальну приналежність до нації. Суспільство постає в парадигмі інтеграції з обмеженою системою з внутрішнім ієрархічно організованим порядком — соціальною структурою. З перспективи держави громадський порядок бачиться як ієрархія статусів у межах державних кордонів. Інтеграційна парадигма наділяє суспільство гомогенною культурою, вираженою в єдиній традиції, мові, ритуалі.

UNEMPLOYMENT AND EMIGRATION IN THE CONDITIONS OF EUROPEAN INTEGRATION
Summary
It is stated that it is necessary to recognize the role of the state in regulating international migration, ie migration related to the crossing of state borders. An alternative concept in the study of this type of migration should be a critical look at the role of the state in creating "social boundaries". The core of state policy is making legitimate decisions. Policy legitimation is, however, achieved not only by gaining public political support. Forming such a view of the world and busy official government organizations of different levels. At different organizational levels and in different historical contexts of statehood, migration is manifested in different forms. It can be a symbolic marker that delineates the boundaries of national solidarity; the local social problem with the spatial boundaries of urban poor; it can completely disappear from the public eye. It is not always subject to public problematization. Public problematization occurs only when migration threatens to question the legitimacy of political decisions.
It has been determined that in the case of labor migration, it can be argued that symbolic exclusion leads to institutional discrimination, and, in turn, to public problematization and justification of exclusion. In the case of ethnic migration, the exclusion mechanism works in the opposite direction: the problem of legitimacy of nationality is solved by the public problematization of migration, which justifies symbolic exclusion and invisible discrimination. Ethnic Germans are left with the right to belong to the nation, but at the same time they are attributed to "particularly weak" members of the national community. At the same time, the state removes the responsibility for their social inferiority, explaining its deep disadvantages to the migrants themselves. This explains the discussion of migration, already by its definition inscribed on primordial belonging to the nation. Society appears in the paradigm of integration as a limited system with an internal hierarchically organized order — a social structure. From the perspective of the state, public order is seen as a hierarchy of statuses within state borders. The integration paradigm empowers society with a homogeneous culture, expressed in a single tradition, language, ritual.
