ЗАРУБІЖНИЙ ДОСВІД ЗАЛУЧЕННЯ ІНВЕСТИЦІЙ В ІНТЕЛЕКТУАЛЬНИЙ КАПІТАЛ
Анотація
У статті освітлюються питання реалізації державної політики формування інтелектуального капіталу. Інтелектуальний капітал постає не лише засобом нарощення загального капіталу, а й в основному, адекватним відображенням дійсності та визначення пріоритетних напрямів трансформації національного господарства. На думку авторів, технології управління інтелектуальними інвестиціями повинні бути адекватними характеристикам провадженої загальної інвестиційної політики з орієнтацією на досягнення визначених цілей. У статті доведено, що інтелектуальні інвестиції та економічний розвиток — це взаємообумовлені фактори. Економічний розвиток залежить від інтелектуальних інвестицій і також визначає реальні можливості країни під час інвестування на кожному етапі розвитку. Чим вищі темпи приросту валового національного продукту і національного доходу, тим більше можливостей для розширеного відтворення інтелектуальних ресурсів і формування на цій основі найбільш раціональної інвестиційної політики.

FOREIGN EXPERIENCE IN ATTRACTING INVESTMENT IN INTELLECTUAL CAPITAL
Summary
In the context of rapid globalization processes, material knowledge and information have become an integral part of the basic and intellectual capital. Consequently, the socio-economic transformations taking place in our country require well-developed management technologies and the increase of intellectual capital. And, in fact, the accumulation and application of innovative knowledge has become crucial as an intellectual factor in the formation of a new type of production. It is also necessary to recognize that the current trends of increasing the intellectual capital of the national economy are characterized by desynchronization of their main components, non-compliance with real socio-economic transformations, which makes them vulnerable to the destructive effects of global crisis phenomena.
The article focuses on the study of technologies for the implementation of state policy for the formation of intellectual capital. Intellectual capital appears not only as a means of increasing the total capital, but also as, in general, an adequate reflection of reality and the definition of priority areas for the transformation of the national economy. According to the authors, intellectual investment management technologies should be adequate to the characteristics of the investment policy with a focus on achieving certain goals. Therefore, intellectual resources with their ideas, proposals, innovations, know-how, products of intellectual activity massively immigrated from Ukraine to developed countries, which provided free movement of intellectual resources, interested in new opportunities, created favourable conditions for their activation and development.
Intellectual capital, when combined with efforts and resources, generates a significant integrated effect through the use of more advanced means of labour, effective management technologies, increasing and activating intellectual potential, and the use of production reserves.
The article proves that intellectual investment and economic development are mutually dependent factors. Economic development depends on intellectual investment and, in turn, determines the country's real investment opportunities at each stage of development. The higher the growth rate of gross national product and national income, the more opportunities for expanded reproduction of intellectual resources and the formation of the most rational investment policy on this basis.
