СТРАТЕГІЧНІ ЦІЛІ РОЗВИТКУ РИНКУ ХАРЧОВИХ ПРОДУКТІВ У КОНТЕКСТІ ЗАБЕЗПЕЧЕННЯ ПРОДОВОЛЬЧОЇ БЕЗПЕКИ
Анотація
Статтю присвячено дослідженню стратегічних цілей розвитку ринку харчових продуктів в умовах забезпечення продовольчої безпеки. Визначено фактори, що сприяють погіршенню продовольчої безпеки в Україні, а саме дефіциту споживання харчових продуктів і неповноцінного харчування. До основних груп факторів належать управлінські, економічні та виробничі, демографічні та соціальні, клімат і навколишнє середовище. Ліквідація структурних причин недоїдання і неповноцінного харчування вимагає створення умов для забезпечення обліку в усіх відповідних національних і міжнародних політичних заходах права на харчування, узгодженості політики, стратегій і програм, у рамках яких першочергову увагу приділяють задоволенню як довгострокових потреб, так і запитів про надання надзвичайної допомоги в області продовольчої безпеки і харчування. В роботі визначено стратегічні напрями розвитку ринку харчових продуктів.

STRATEGIC GOALS OF FOOD MARKET DEVELOPMENT IN THE CONTEXT OF FOOD SECURITY
Summary
The article is devoted to solving the actual problem of research on the development of the food market in terms of food security. Ensuring the country's food security is of paramount state importance, which is one of the main functions of the state. Food security is a multifaceted concept that is variously defined and interpreted. On the one hand, food security requires adequate supplies at the global and national levels; on the other, it is about adequate nutrition and well-being. Economic, physical availability and quality of food products determine the level of food security of the state and are indicators of its social stability. The food industry is a priority and important industry of any state, which should meet the needs of the domestic market.
Food markets play an important role in providing households with food and other goods, as well as sources of livelihood and income. The inclusion of markets in food security analysis is important, given their diverse and critical role in food security. Without a clear understanding of current and projected market conditions, food security analysis will be incomplete and insufficient. Markets help to track the effects of shocks and more accurately identify needs and appropriate responses.
The availability of markets is important for improving productivity and food availability. Markets and trade contribute to food security by increasing access to food. The food market — both in Ukraine and in the world-is undergoing serious transformations today. At the global level, they were caused by the emergence of new markets, growing resource scarcity, the introduction of new information technologies, increased requirements for food safety and changing demand for food. The domestic food industry has faced a number of additional challenges. On the one hand, a significant number of consumers have switched to a more economical model of consumption. On the other hand, the agro — industrial complex got a chance to develop in the domestic market due to the state policy on import substitution. In addition, the companies began to successfully develop the export direction. Now increasing confidence in domestic food products is becoming a priority task, the solution of which opens up huge opportunities for the development of the industry both in Ukraine and globally. Among these opportunities, it is worth highlighting the increase in the competitiveness of domestic products, increasing exports and expanding the geography of supplies, as well as increasing investment attractiveness. However, this task requires joint efforts and close contact between the state, business and society.
