ЗАБЕЗПЕЧЕННЯ ГРОМАДСЬКОЇ (ПУБЛІЧНОЇ) БЕЗПЕКИ У КРАЇНАХ ЄВРОПЕЙСЬКОГО СОЮЗУ
Анотація
Статтю присвячено дослідженню особливостей забезпечення громадської (публічної) безпеки у країнах Європейського Союзу. Розглягнуто положення Європейської стратегії безпеки, досліджено концептуальні засади забезпечення громадської (публічної) безпеки, чинники, які впливають на стан громадської (публічної) безпеки у країнах Європейського Союзу. Проаналізовано сучасний підхід європейського співтовариства у забезпеченні громадської (публічної) безпеки базується на налагодженні партнерських зв'язків державних органів публічної влади, органів місцевого самоврядування із громадськими та неурядовими організаціями, науковими колами, окремими громадянами. Виявлено актуальні тенденції та практичні заходи, які спрямовуються на підтримку громадського порядку, формування нових викликів національній та міжнародній безпеці. Обгрунтовано пропозиції щодо здійснення державної політики у сфері громадської (публічної) безпеки у країнах Європейського Союзу.

ENSURING PUBLIC SECURITY IN THE EUROPEAN UNION
Summary
The article is devoted to the study of the features of ensuring public security in the countries of the European Union. The provisions of the European Security Strategy are analyzed, the conceptual foundations of ensuring public security, the factors that influence the state of public security in the EU countries are examined.
Actual trends in ensuring public security have been identified, specific practical measures have been identified, aimed at maintaining public order, creating new challenges to national and international security. The proposals for the implementation of public policy in the field of public security in the countries of the European Union are substantiated.
Studying the experience of the European Union countries in providing public security is important not only for theory but also above all for its practical implementation in Ukraine. The current approach of the European Community in ensuring public security is based on the establishment of partnerships between public authorities, local self-government bodies, public and non-governmental organizations, academia, and individual citizens.
Working out the presented issues of ensuring public security in the countries of the European Union requires the setting of a number of scientific tasks that require careful research, namely to investigate the organizational and legal aspects of public safety at the international level. The purpose of the study is to analyze the experience of European Union countries in the field of public security.
Current European practice of ensuring public security shows that the most progressive approaches take place mainly in developed countries of the world. This can be explained by the financial capacity of the governments of these countries to ensure public (public) security and law enforcement, as well as the introduction of a long-term strategy for public impact on crime through the development and implementation of various prevention programs and projects.
In developed countries of the world, threats to public (public) security include not only unlawful encroachments, but also natural, man-made, socio-cultural and other threats, which makes it possible to consider public security as a general degree of protection of human and society, national interests of the country.
The European experience in ensuring public security is a set of goals set by the countries of the European Union, namely: ensuring the protection of human and citizen's rights and freedoms in order to increase the general standard of living of the population; support for the political and socio-economic stability of securing the legal rights and interests of all subjects of the state; ensuring the protection of the population from terrorist threats during natural and man-made emergencies.
Providing public security is an indicator of society as to its integrity, of civic consent, which characterizes the stability of the development of the socio-political system of the state.
