СТАНОВЛЕННЯ ТА РОЗВИТОК ІНФРАСТРУКТУРИ ФІНАНСОВОГО РИНКУ УКРАЇНИ

Анотація

Статтю присвячено проблемам формування та розвитку інфраструктури фінансового ринку України. Мета статті—розробка періодизації становлення і розвитку інфраструктури фінансового ринку з урахуванням ключових правових та організаційних характеристик. У становленні і формуванні інфраструктури фінансового ринку виділено шість основних етапів: 1991—1994, 1995—1999, 2000—2008, 2009—2013, 2014—2018, 2019 — до тепер. Визначено, що інфраструктура фінансового ринку України формувалась в умовах, відмінних від загально світових тенденцій, оскільки її формування відбувалось на спадщині адміністративно-командної економіки в умовах трансформаційних перетворень орієнтовних на ринок. Цим обумовлені труднощі на першому та другому етапах становлення інфраструктури фінансового ринку. Наступні етапи розвитку інфраструктури фінансового ринку характеризуються тенденцією до її очищення від неефективних фінансових установ, упорядкуванням законодавчої бази, яка чітко визначає організаційні та правові основи регулювання фінансового ринку. Сучасний етап розвитку інфраструктури фінансового ринку характеризується тенденцією до гармонізації інституційних умов фінансового ринку України з європейськими ринками.

FORMATION AND DEVELOPMENT OF FINANCIAL MARKET INFRASTRUCTURE OF UKRAINE

Summary

The article is devoted to the problems of formation and development of financial market infrastructure of Ukraine. The purpose of the article is to elaborate the periodization of the formation and development of financial market infrastructure, taking into account key legal and organizational characteristics. There are six main stages in the development and formation of the financial market infrastructure: 1991—1994, 1995—1999, 2000—2008, 2009—2013, 2014—2018, 2019—till now. It is determined that the infrastructure of the financial market of Ukraine was formed in conditions different from the general global trends, since its formation took place on the legacy of the administrative-command economy in the conditions of transformational market-oriented transformations. This caused difficulties in the first and second stages of the formation of financial market infrastructure, since in the conditions of hyperinflation and unformed legal field, the financial market infrastructure has developed mainly extensively. The next stages of financial market infrastructure development are characterized by a tendency to clear it from inefficient financial institutions, streamlining the legislative framework that clearly defines the organizational and legal bases of financial market regulation.
At these stages, the market was cleared of financial institutions with a non-transparent ownership structure. This measure contributed to the transparency of the Ukrainian financial market. The first stages of financial market infrastructure development were characterized by active development of stock trading. However, in the following stages the activity of stock trading decreased. This has also affected the exchange component of the financial market infrastructure. The current stage of financial market infrastructure development is characterized by a tendency to harmonize the institutional conditions of the financial market of Ukraine with the European markets.
