ПОГЛИБЛЕННЯ ЦИФРОВИХ КОМПЕТЕНЦІЙ ГРОМАДЯН ЯК УМОВА ЗАБЕЗПЕЧЕННЯ ЇХ ГОТОВНОСТІ ДО ВИКОРИСТАННЯ ЦИФРОВИХ МОЖЛИВОСТЕЙ
Анотація
У статті здійснено аналіз стану цифрових компетенцій громадян та вироблено пропозиції щодо забезпечення їх готовності до використання сучасних цифрових можливостей. Обгрунтовано, що нові технології докорінно змінюють бізнес та державно-управлінські процеси, а сучасні інформаційні системи та цифрові платформи є базисом у розвитку нових глобальних ринків, основною характеристикою яких стає перехід від лінійних технологічних ланцюжків до багатосторонніх партнерств на основі нових принципів міжнародного розподілу праці і мережевої економіки. Використання цих технологій відкриває нові можливості для економічного процвітання, соціальної інтеграції та екологічної стійкості, мобілізує людський капітал, здійснює цифрову трансформацію усіх сфер публічного управління та спонукає поглиблювати цифрові компетенції громадян, створюючи передумови для розвитку інтелектуального суспільства.

DEEPENING CITIZENS' DIGITAL COMPETENCIES AS A CONDITION OF ENSURING THEIR READINESS TO USE DIGITAL OPPORTUNITIES
Summary
The article analyzes the state of digital competences of citizens and proposes to ensure their readiness to use modern digital capabilities. It is substantiated that the modern era of innovation and rapid development of advanced technologies (cloud technologies, development of Big Data collection and analysis tools, crowdsourcing, biotechnology, drones, 3D printing, Bitcoin cryptocurrencies and Blockchain technologies, artificial intelligence, etc.) is radically changing the economy and society.. New technologies are fundamentally changing business and government processes, and modern information ecosystems are the basis for the emergence and development of new global markets, the main characteristic of which is the transition from linear technology chains to multilateral partnerships based on new principles of international division of labor and network economy. The use of these technologies opens new opportunities for economic prosperity, social integration and environmental sustainability, mobilizes human capital, digitally transforms all spheres of public administration and creates the preconditions for the development of an intelligent society.
The development of digital skills is one of the most important conditions for the development of any country's digital market because it is directly or indirectly linked to all spheres of society and economy. Digital skills are considered to be the starting point for the development of all other priorities in the field of harmonization of the EU and EaP digital markets identified during the Ministerial Meeting at the Digital Community.
Digital competencies are a set of knowledge, abilities, character traits and behaviors that are necessary for a person to use digital technology to achieve their goals in their personal or professional life. Digital competence should be understood not only as knowledge related to technical skills, but also as knowledge that is more focused on the cognitive, social and emotional aspects of work and life in the digital environment.
Therefore, Ukraine should, on the one hand, be an example of successful innovation for citizens, non-profit organizations and businesses, and on the other hand, provide an enabling environment for innovation that is impossible without the public administration's perception of the reality of the modern digital economy.
