КОМЕРЦІЙНІ МЕТОДИКИ ОЦІНКИ ПОЛІТИЧНОГО РИЗИКУ: ДОСВІД ДЛЯ ДЕРЖАВНОГО УПРАВЛІННЯ

Анотація

Статтю присвячено науковому обгрунтуванню практичної необхідності використання потенціалу комерційних прогнозно-аналітичних методик оцінки політичних ризиків для цілей державного управління. Висвітлюються основні переваги і недоліки таких методик, що поєднують, як якісні методи аналізу, так і елементи кількісного аналізу, даючи можливість створювати спеціальні рейтинги, індекси і класифікатори ризиків, якими можуть користуються особи, котрі приймають участі у формуванні та реалізації державної політики. Показується, що безперечно сильними сторонами використання таких методик для цілей державного управління є широкий перелік і детальна характеристика внутрішніх, у том числі, згенерованих місцевою політико-адміністративною системою, і зовнішніх, що особливо прикметно у розрізі аналізу впливу глобалізації на національні держави, факторів політичного ризику з відповідною методикою ранжування сили впливу їх наслідків на політичну стабільність всередині держави.

COMMERCIAL METHODOLOGIES FOR POLITICAL RISK ASSESSMENT: EXPERIENCE FOR PUBLIC ADMINISTRATION

Summary

The article is devoted to the scientific substantiation of practical necessity of using the potential of commercial forecasting and analytical methodologies of political risks assessment for the purposes of public administration. The main focus of the author's attention is on the analysis of the BERI (Business Environment Risk Index), PRS (Political Risk Services) and ICRG (International Country Risk Guide) methodologies, which exist in the form of corporate formalized models of political risk assessment and are based on the use of a wide analytical and predictive tools for research of socio-political risk landscape for specific countries.
The main advantages and disadvantages of such methodologies are highlighted, which combine both qualitative methods of analysis and elements of quantitative analysis, making it possible to create special ratings, indexes and risk classifiers that can be used by persons involved in the development and implementation of public policy. It has been shown that the indisputable strengths of using these methodologies for public administration purposes (especially in the case of ICRG model as the most appropriate one for analyzing political risks in countries with a transitional type of political system) are a wide list and detailed description of internal factors of political risk through ranking, including factors generated by the local political-administrative system, and external factors (which is particularly notable in the context of globalization impact on national states).
At the same time, the author identifies fundamental disadvantages of these methodologies in forecasting political risks and assessing their impact on the social and economic system, which are characterized by the well-known subjectivism of expert assessment methods, as well as the necessity of the appropriate methodological apparatus correction for the specifics of public administration in a particular country, because from the government's point of view, political risk is a factor of both domestic and foreign policy, unlike commercial organizations, for which political risk is always an environmental factor. For the state, this means that, on the one hand, it is necessary to conduct regular quantitative and qualitative analysis of socio-political and political-economic problems caused by events and phenomena of local social development, and on the other hand, to use a set of prognostic and statistical methods to model undesirable and socially dangerous consequences provoked by political decisions, as well as actions and behavior of political actors who have access to the policymaking process.
