ТРАНСФОРМАЦІЯ ДО МОДЕЛІ УПРАВЛІННЯ "ПОРТ-ЛЕНДЛОРД" ЯК ЗАПОРУКА РОЗВИТКУ МУЛЬТИМОДАЛЬНИХ ПЕРЕВЕЗЕНЬ

Анотація

У статті акцентовано увагу на основних проблемах розвитку мультимодальних перевезень вантажів. Наголошено на значимості моделі управління морськими портами у розвитку контейнеризації мультимодальних перевезень. Встановлено, що пропускна здатність контейнерних вантажопотоків у портах України в останні роки практично збігається з циклічним відновленням в українській економіці та циклічним відновленням контейнерних перевезень у світі, однак за міжнародними стандартами лишається відносно низькою. За форсайт-методологією здійснено прогнози розвитку контейнерних перевезень на середньо- та довгострокових часових горизонтах. Проаналізовано якість портової інфраструктури, здійснену за оцінкою Світового економічного форуму. Підкреслено болючі проблем операторів мультимодальних перевезень, пов'язані з дисбалансом потужностей порт-терміналів, порт-залізниць та порт-автодоріг. Встановлено "вузькі місця" порт-терміналів, порт-залізниці та порт-автодороги, які потребують негайного вирішення. Доведено необхідність у збалансуванні потужностей порт-терміналів, порт-залізниць та порт-автодоріг. Акцентовано на потребі зміни моделі управління портовою інфраструктурою. Розглянуто світовий досвід управління портовою інфраструктурою та встановлено його вплив на розвиток мультимодальних перевезень вантажів. Коротко охарактеризовано кожну з моделей управління портом, виокремлені за критеріями визначеними Світовим банком. Підкреслено, що кожна з розглянутих моделей супроводжується певним рівнем ризику як для держави, так і для приватного бізнесу. Наголошено на потребі наближення управління портами до моделі "порт-лендлорд". Розкрито сутність моделі "порт-лендлорд" та коротко охарактеризовано її відмінні риси. Підкреслено, що трансформація до моделі "порт-лендлорд" полягає не в отриманні АМПУ права власності на землю, а в набутті повноважень консолідованого контролю за ефективним користуванням портовими землями, комплексним розвитком портової інфраструктури і збалансуванням потужнос-тей порт-терміналів, порт-залізниць та порт-автодоріг. Здійснено спробу обгрунтувати доцільність консолідації контролю за користуванням землею портових та припортових територій та наближення до моделі управління "порт-лендлорд" як запоруки розвитку мультимодальних перевезень. Розроблено Дорожню карту трансформації до моделі "порт-лендлорд" та коротко охарактеризовано кожен з її етапів. Узагальнено результати досліджень.

TRANSFORMATION TO THE "PORT-LANDLORD" MANAGEMENT MODEL AS A GUARANTEE OF THE DEVELOPMENT OF MULTIMODAL TRANSPORTATION

Summary

The article focuses on the main problems of development of multimodal transport of goods. The emphasis on the importance of the model of management of seaports in the development of containerization and multimodal transport. It is established that the throughput of containerized cargo in the ports of Ukraine in recent years, almost coincides with a cyclical recovery in the Ukrainian economy and the cyclical recovery of container traffic in the world, but by international standards it remains relatively low. Foresight methodology is implemented forecasts of container traffic in the medium and long time horizons. Analyzed quality of port infrastructure carried out according to the world economic forum. Highlighted serious problems of the multimodal transport operator, associated with the imbalance of capacities of port terminals, the port railway and port road. Established bottlenecks in port terminals, the port railway and port road, which require immediate solutions. The proven need for balancing the capacities of port terminals, the port railway and port road. Accented on the necessity of changing the governance model of the port infrastructure. Reviewed global experience in the management of port infrastructure and its impact on the development of multimodal transport. Summarize each of the models of port management, allocated according to criteria defined by the world Bank. Emphasized that each of the considered models accompanied by a certain level of risk for the state and for private business. Emphasized the necessity of approaching the management ports to the model of "port-landlord". The essence of the model of "port-landlord" and briefly described its distinctive character. Stressed that the transformation to the model of "port-landlord" is not making ASD the rights of land ownership and the attainment of powers consolidated control over the efficient use of port land, comprehensive development of port infrastructure and capacity balancing-Tay port terminals, the port railway and port road. An attempt was made to justify the consolidation of control over the use of land for port and port areas and approach to model management "port landlord" as key to the development of multimodal transport. Developed a Road map of transformation to the model of "port-landlord" and summarizes each of its stages. Summarizes the results of the research.
