ПРІОРИТЕТИ ДЕРЖАВНОЇ МОРСЬКОЇ ПОЛІТИКИ У СФЕРІ РОЗВИТКУ МОРСЬКИХ ПОРТІВ УКРАЇНИ
Анотація
У статті визначено, що розвиток морської портової галузі є одним із пріоритетів державної морської політики, спрямованої на повноцінну реалізацію морського потенціалу України.
Поведено аналіз сучасного стану державного регулювання та управління розвитком морських портів України, на основі чого виявлено основні системні проблеми державного механізму.
Пріоритетними напрямами державної морської політики в сфері розвитку морських портів України визначено: відродження національного торговельного мореплавства як перспективної галузі економіки; розвиток портової галузі як високотехнологічного, ефективно працюючого, комерційного сектору України, максимально адаптованого до роботи в умовах жорсткої конкуренції на світовому ринку портових послуг та орієнтованого на потреби економіки країни; формування необхідної інфраструктури та правового поля для відродження потенціалу морської портової галузі,

PRIORITIES OF STATE MARITIME POLICY IN THE FIELD OF SEA PORT DEVELOPMENT OF UKRAINE
Summary
The article determines that the development of the maritime port industry is one of the priorities of the state maritime policy aimed at the full realization of Ukraine's maritime potential.
An analysis of the current state of state regulation and management of the development of seaports of Ukraine, based on which the main systemic problems of the state mechanism.
The priority areas of the state maritime policy in the field of development of seaports of Ukraine are:
1. The revival of the national merchant shipping as a promising sector of the economy that will develop rapidly and provide a significant contribution to the formation of gross domestic product and trade surplus, will represent Ukraine in the international transport market, will be a powerful catalyst for other sectors of the economy. a means of realizing the state's efforts aimed at expanding Ukraine's representation in world commodity markets.
2. Development of the port industry as a high-tech, efficient, commercial sector of TDK Ukraine, maximally adapted to work in conditions of fierce competition in the world market of port services and focused on the needs of the country's economy, based on European rules and principles of doing business. Creating conditions for effective port activities is an important factor in ensuring the development of Ukraine's foreign trade, its establishment as a transit state.
3. Formation of the necessary infrastructure and legal field for the revival of the potential of the maritime port industry, the formation of sustainable competitive advantages of Ukraine in the international market of maritime trade services, integrated development in the system of maritime economic complex of Ukraine. This includes the development of effective financial and economic mechanisms for the modernization of enterprises in the industry, the establishment of market interaction and cooperation between enterprises of the industry and enterprises of related industries, stimulating the development of the domestic market and effective international cooperation.
