ПОЛІТИКО-ПРАВОВЕ ПРОЄКТУВАННЯ ТА ДЕРЖАВНЕ КОНСТРУЮВАННЯ СИСТЕМИ ЗАБЕЗПЕЧЕННЯ НАЦІОНАЛЬНОЇ БЕЗПЕКИ РЕСПУБЛІКИ ПОЛЬЩА: УРОКИ ДЛЯ УКРАЇНИ
Анотація
Метою статті є вивчення досвіду Польщі щодо політико-правового проєктування і державного конструювання системи забезпечення національної безпеки та оцінка можливостей його використання в державно-управлінській практиці забезпечення національної безпеки України.
Для вирішення завдань дослідження використовувалися методи аналізу і синтезу, системно-ситуаційний підхід.
Історична декомпозиція державної політики та законодавства Республіки Польща у сфері національної безпеки в період 1989—2014 рр. дозволило встановити, що в Польщі функціонує воєнно-політична модель блокової держави з регіональним геополітичним кодом оборонно-репресивно-обмежувальному типу, що знайшло своє відображення в концептуальних, правових та інституційних засадах забезпечення національної безпеки.
Обгрунтовано доцільність використання у вітчизняній державно-управлінській практиці досвіду Польщі щодо інтегрованого управління розвитком системи забезпечення національної безпеки, а саме: незмінність і послідовність зовнішньо- та воєнно-політичного курсу на вступ до НАТО і ЄС в умовах динамічного безпекового середовища; високий рівень адаптивності системи національної безпеки до різких та кардинальних змін безпекового середовища.

POLITICAL AND LEGAL DESIGN AND STATE CONSTRUCTION OF THE NATIONAL SECURITY SYSTEM OF THE REPUBLIC OF POLAND: LESSONS FOR UKRAINE
Summary
The aim of the article is to study the experience of Poland in political and legal design and state construction of the national security system and assess the possibilities of its use in public administration practice of national security of Ukraine.
To solve the problems of the study we used: methods of analysis and synthesis — to understand the problems of political and legal design and state design of the national security system; method of comparative analysis — in studying the experience of the Republic of Poland in the field of national security; system-situational approach — to assess the possibilities of implementing positive foreign experience in the domestic public administration practice.
It was found that within the historical period of 1989—2014, which we studied, the leadership of the Republic of Poland carried out political and legal design and state construction of the national security system in the context of European and Euro-Atlantic integration.
It is established that the military-political model of the Republic of Poland as a bloc state with a regional geopolitical code is reflected in the following subsystems of the national security system: a) in the conceptual subsystem, namely: in the Small Constitution of Poland (1992), in such documents, as "Fundamentals of Polish Security Policy" (1992), "Security Policy and Defense Strategy" (1992), "Priorities of Polish Foreign Policy for 2012—2016", National Security Strategies of the Republic of Poland (2000, 2003, 2007, 2014), Country Development Strategy "Poland — 2030" (2013), Strategy for the development of the national security system of the Republic of Poland until 2022 (2013); b) in the legal subsystem — in the laws "About the principles of use or stay of the Polish armed forces outside the country" (1998), "About crisis response" (2007); c) in the institutional subsystem, which is represented by a fairly extensive structural network of state institutions that take care of national security issues in Poland.
It is established that the political and legal design of the national security system of the Republic of Poland was carried out within the framework of the theory of national security, namely within the framework of such concepts as: the concept of national security; the concept of integrated national power; the concept of sustainable development; the concept of acceptable risk; the concept of justified risk; concept of strategic risks.
The expediency of using Poland's experience in integrated management of the development of the national security system in the domestic public administration practice is substantiated, namely: consistency and consistency of the foreign and military policy course for joining NATO and the EU in a dynamic security environment; high level of adaptability of the national security system to abrupt and radical changes in the security environment.
