БЕЗПЕКА ЯК ТРАНСГРЕСІЯ: ОНТОЛОГІЧНИЙ СТАТУС ФЕНОМЕНА НАЦІОНАЛЬНОЇ БЕЗПЕКИ

Анотація

У статті розглядаються теоретичні та методологічні підходи, що склалися в теорії безпеки. Аналізується аргументація сторін, теоретичні та практичні наслідки застосування кожного підходу щодо розкриття сутності феномену "національна безпека". Встановлено, що основною методологічною проблемою дослідження багатогранної міжгалузевої області національної безпеки є динамічність і складність цього явища.
Зроблено спробу осмислення поняття "трансгресія" як атрибуту методологічних та концептуальних основ розгляду онтологічного аспекту феномену "національна безпека". Акцентується на необхідності дослідження проявів акту трансгресії в динамічній системи національної безпеки в таких двох її важливих формах: порядок і хаос й межа і безмежне, орієнтованих на гнучке їх поєднання. Методологічним фокусом виявлення специфіки розвитку національної безпеки є розмаїття процесів її трансгресії, що характеризуються багатоваріантністю можливих шляхів еволюції, а хаос стає фактором, здатним ініціювати розвиток і зміни. Показано, які зміни провокує трансгресія як перехід непрохідної межі, кордон між можливим і неможливим у системі національної безпеки.

SECURITY AS A TRANSGRESS: ONTOLOGICAL STATUS OF THE NATIONAL SECURITY PHENOMENON

Summary

The article considers the theoretical and methodological approaches that have developed in security theory. An analysis of current discussions on the definition of security is conducted. The arguments of the parties, theoretical and practical consequences of the application of each approach to the disclosure of the essence of the phenomenon of "national security" are analyzed. It is established that the main methodological problem of the study of the multifaceted intersectoral area of national security is the dynamism and complexity of this phenomenon.
An attempt is made to understand the concept of "transgression" as an attribute of modern society. Anthropological, social-philosophical, social-cultural bases of transgression and comprehension of methodological and conceptual bases of consideration of the ontological aspect of the phenomenon of "national security" are offered. Emphasis is placed on the need to study the manifestations of the act of transgression in the dynamic system of national security in the following two its important forms: order and chaos and the border and the infinite, focused on their flexible combination. The methodological focus of identifying the specifics of the development of national security is the diversity of its transgression processes, that characterized by the diversity of possible paths of evolution, and chaos becomes a factor capable to initiate development and change. It is shown what changes are provoked by transgression as crossing of impassable border, the boundary between the possible and the impossible in the system of national security.
The theoretical significance of the study lies in the comprehensive elaboration of the concept of transgression and its inclusion in a single conceptual and ontological horizon of the national security system. The proposed approach allows to form a new research strategy based on the synthesis of classical and non-classical trends in the field of national security theory. The inclusion of the concept of transgression allows for a new approach to solving the basic problems of security ontology, first of all, to the problem of the relationship between reality and content "images — messages — realities" and paradigms of modern conflicts and system-forming elements of hybrid war. This approach will make it possible to develop a model of an adaptive strategy to protect the state from hybrid aggression.
