ДІДЖИТАЛІЗАЦІЯ ЯК СУЧАСНИЙ МЕХАНІЗМ УПРАВЛІННЯ МІСЦЕВИМИ ФІНАНСАМИ В УМОВАХ ДЕЦЕНТРАЛІЗАЦІЇ ВЛАДИ
Анотація
Розкрито сутність діджиталізації як механізму управління місцевими фінансами, визначено особливості його практичного забезпечення, принципи та вимоги. Досліджено основні аспекти розвитку діджиталізації та розширення доступу територіальної громади до процесу управління місцевими фінансами в умовах децентралізації влади. Аналізуються недоліки сучасного стану діджиталізації управління місцевими фінансами з точки зору наповнення апаратними можливостями електронних платформ та програм. Визначено напрями та необхідні умови підвищення ефективності управління місцевими фінансами (планування, організація, контроль, нагляд) усіма членами територіальної громади за допомогою механізму діджиталізації. Зроблено висновок, що механізм діджиталізації в сфері місцевих фінансів демонструє необхідність запровадження важливого тренду — переходу від громадського контролю до громадської ініціативи. На сьогодні, в умовах децентралізації влади великого значення набуває розширення форм електронної демократії за допомогою технологічних можливостей та сучасних гаджетів, які значно спрощують та розширюють доступ громади до сервісів управління в режимі реального часу, в тому числі в сфері місцевих фінансів.

DIGITALIZATION AS A MODERN MECHANISM OF LOCAL FINANCE MANAGEMENT IN THE CONDITIONS OF DECENTRALIZATION OF POWER
Summary
The article has revealed the modern state of the digitalization process of local finance management. Peculiarities of the practical provision of the digitalization process related to local finance management have been determined. Besides, the study has identified the main principles and demands of the process stated above. Shortcomings of the modern state of digitalization of local finance management have been studied with regard to the filling by hardware capabilities of electronic platforms and programs, which provide this process. It has been stated that local finance management is a complex and rather difficult process as the following one: organization, control, and supervision. Public management has its own features manifested in the powerful influence of local authorities on the process of local finance redistribution. Key problems of digitalization development and access enhancing of the territorial community to the management process of local finance have been revealed. Ways to increase the efficiency of the outlined processes and trends required for its further provision have also been suggested. The study has concluded that digitalization in the sphere of local finance demonstrates the necessity to implement the important trend, namely the transition from public control to the public initiative. The territorial community undergoes the need to realize its own initiatives for territorial development; and therefore, various forms of electronic democracy start gaining popularity and dissemination. Besides, the level of technological capabilities development and the level of information and analytical potential of modern gadgets, which greatly simplifies the public access to management and control services, including those in the sphere of local finance, contribute to it. Thus, public management is a complex process consisting of several stages and phases that is why it is logical to expend the access of the territorial community to all its stages. It has been stated that nowadays the control process, which is realized by software means and electronic platforms, is the leading tool for the territorial community participation in the analyzed processes; and the state replaces a complex approach by such a fragmented public involvement in the process of public management of local finance.
