ГРОМАДЯНСЬКИЙ КОНТРОЛЬ ЯК ІНСТРУМЕНТ ВПЛИВУ НА ПРОЦЕСИ ДЕРЖАВНОГО УПРАВЛІННЯ В СУЧАСНІЙ УКРАЇНІ
Анотація
У статті висвітлено питання щодо поняття громадянського контролю, нормативно-правового забезпечення та його впливу на державні інститути України. Автором реалізовано мету дослідження, що полягає в дослідження громадянського контролю як інструменту впливу на публічне управління в сучасній Україні. Досліджено, що нинішній період становлення правової держави характеризується юридичним забезпеченням законодавчими актами кожної демократичної держави та міжнародними документами правом приймати участь в управлінні державними справами, яке відноситься до групи політичних прав громадян.
Обгрунтовано, що у сучасному демократичному суспільстві відбувається перебудова відносин між державою та громадськістю. Влада намагається створити нові форми впливу населення на державно-управлінський процес і, відповідно, забезпечити його участь у громадсько-політичному житті країни. Громадянське суспільство є складовим елементом держави, має певну автономію, можливості впливу на процес державного управління, унаслідок чого реалізація легітимаційного потенціалу цього суспільства певною мірою зумовлена здійсненням контролю над державними інститутами. Проаналізовано, що громадський контроль повинен увійти в діяльність усіх видів соціальних груп, громадських об'єднань, спрямованих на подолання конформного ставлення до недоліків і зловживань повсякденної практики, на застосування санкцій до тих, хто порушує чинні правові норми.

CIVIL CONTROL AS AN TOOL OF INFLUENCE ON PUBLIC GOVERNANCE PROCESSES IN MODERN UKRAINE
Summary
The article deals with the issue of the concept of civil control, regulatory and legal support and its impact on state institutions of Ukraine. The author realized the purpose of the study, which is to study civil control as a tool for influencing public administration in modern Ukraine. It was study that the current period of formation of the rule of law was characterize by the legal provision of legislation of each democratic state and international documents the right to participate in the management of public affairs, which belongs to the group of political rights of citizens.
It was substantiate that in a modern democratic society were a restructuring of relations between the state and the public. The government is trying to create new forms of influence of the population on the public administration process and, accordingly, to ensure its participation in the socio-political life of the country. Civil society is an integral element of the state, has a certain autonomy, the ability to influence the process of public administration, because of which the realization of the legitimizing potential of this society is to some extent due to the control over state institutions.
It is analyzed that public control should be included in the activities of all types of social groups, public associations aimed at overcoming the conformist attitude to the shortcomings and abuses of everyday practice, the application of sanctions to those who violate existing legal norms. The generally accepted model of public control is a self-organized system capable of self-development, a system in which processes are more successful, because it has mechanisms of interaction of social agents aimed at maintaining interactions in accordance with the rules and norms enshrined in forms of public consciousness. This affects the peculiarities of group consciousness: if in a closed system, the conflict becomes a destructive beginning and for the most part the system itself stops it at any level, then at the beginning of the transition phase begin to form "double" morality and "double" standards of behavior official and domestic ideology.
