РЕЙТИНГУВАННЯ РЕГІОНІВ УКРАЇНИ ЗА РІВНЕМ ПРИВАБЛИВОСТІ ДЛЯ ВІДПОВІДАЛЬНИХ ІНВЕСТИЦІЙ

Анотація

Дослідження інвестиційної привабливості регіонів України для здійснення відповідальних інвестицій набуває особливої актуальності у світлі необхідності активізації їх інвестиційного потенціалу до сталого розвитку. Метою статті є розробка науково-методичного інструментарію для рейтингування (оцінювання) регіонів за рівнем інвестиційної привабливості для відповідальних інвестицій. За результатами дослідження 24 регіонів України за трьома групами показників (соціальними, екологічними, управлінськими) у 2014, 2016 та 2018 роках було сформовано їх рейтингову таблицю. Встановлено, що в Україні вищий рівень інвестиційної привабливості для здійснення відповідальних інвестицій мають ті регіони, які володіють розгалуженою системою підприємств виробничої сфери та сфер послуг, мають потенціал до екологічних трансформацій, бізнес є соціально-відповідальним, людські ресурси високої якості, безперервно розвивається інфраструктура та стимулюється інноваційна активність суб'єктів господарювання. Авторських підхід до оцінювання рейтингу областей України за рівнем їх привабливості для відповідальних інвестицій на основі метода Калмогорова-Габора дозволяє сформувати актуальну базу даних щодо прийняття інвесторами, які реалізують програми відповідального інвестування, обгрунтованих рішень щодо найбільш ефективного вкладання власних фінансових ресурсів з найбільшою віддачою. Отримані результати в межах розробленого підходу мають практичну цінність для розроблення стратегічних панів розвитку області в розрізі вибору інструментів активізації рівня її привабливості для відповідальних інвестицій.

RANKING OF THE UKRAINE REGIONS BY THE LEVEL OF RESPONSIBLE INVESTMENTS ATTRACTIVENESS

Summary

The study of the investment attractiveness of the regions of Ukraine for the implementation of responsible investments becomes especially relevant in light of the need to enhance their investment potential for sustainable development. The purpose of the article is to develop scientific and methodological tools for ranking (evaluation) of regions by the level of investment attractiveness for responsible investments. Information base of the study reflects the three vectors of responsible investment characteristics, namely environmental, social, and governmental. According to the results of the study of 24 regions of Ukraine for three groups of indicators (social, environmental, management) in 2014, 2016 and 2018, their rating table was formed. General conclusion of the article is that in Ukraine attractive for responsible investment are those regions that already have an extensive system of enterprises in the manufacturing sector and services, they have the potential for environmental transformation (all regions of Ukraine have environmental problems, so it is important to overcome them ), business is socially responsible, high quality human resources, continuously developing infrastructure and stimulating innovative activity of economic entities. The proposed method of ranking Ukraine's regions by the level of their attractiveness for responsible investments based on the Kalmogorov-Gabor method allows to form an up-to-date database on the adoption of investors who implement responsible investment programs, reasonable decisions on the most effective investment of their own financial resources. In addition, for the executive authorities of the regional level, the current database is the basis for building strategic masters of regional development in terms of choosing tools to enhance the level of its attractiveness for responsible investment.
