РЕАЛІЗАЦІЯ ЗАХОДІВ ОРГАНІЗАЦІЙНО-ПРАВОВОГО МЕХАНІЗМУ ЗАБЕЗПЕЧЕННЯ БЕЗПЕКИ ОБ'ЄКТІВ ДИПЛОМАТИЧНОГО ПРИЗНАЧЕННЯ ІНОЗЕМНИХ ДЕРЖАВ В УКРАЇНІ В УМОВАХ КРИЗОВИХ СИТУАЦІЙ
Анотація
З урахуванням раніше проведеного аналізу сутності та ролі державного регулювання процесу забезпечення безпеки розташованих в Україні об'єктів дипломатичного призначення іноземних держав, в умовах кризових ситуацій, запропоновано порядок здійснення підготовчих дій уповноваженими посадовими особами органів військового управління. Запропоновано алгоритм дій таких осіб під час проведення підготовки організаційної складової і розрахунку сил і засобів, необхідних для виконання завдань. Проведено розроблення типової схеми забезпечення безпеки стаціонарного об'єкту дипломатичного призначення під час виконання підрозділами Національної гвардії України службово-бойових завдань в умовах кризових ситуацій у відриві від місця розташування пункту постійної дислокації військової частини. Запропоновано способи організації охорони, елементи роботи посадових осіб (командирів, начальників) під час організації охорони та порядок проведення розрахунку сил.

IMPLEMENTATION OF MEASURES OF THE ORGANIZATIONAL AND LEGAL MECHANISM TO ENSURE THE SECURITY OF FOREIGN DIPLOMATIC MISSIONS IN UKRAINE IN CRISIS SITUATIONS
Summary
The National Guard of Ukraine (NGU), along with other law enforcement agencies, is part of the security and defense sector of our state. The Law of Ukraine "On National Security of Ukraine" defines and delimits the powers of state bodies in the spheres of national security and defense, creates a basis for integration of policies and procedures of state authorities and other state bodies whose functions relate to national security and defense.
One of the main functions of the NGU, in accordance with the Law of Ukraine "On the National Guard of Ukraine" is the protection of diplomatic missions, consular posts of foreign countries, missions of international organizations in Ukraine.
By ratifying the Vienna Convention on Diplomatic Relations of 1961, the Vienna Convention on Consular Relations of 1963, and the Vienna Convention on the Prevention and Punishment of Crimes against Persons Belonging to Personnel of Diplomatic Missions in 1973, Ukraine has assumed international obligations. commitment to create appropriate conditions for the operation of diplomatic facilities on its territory. The issues of security of diplomatic missions and consular posts in the real existence of terrorist threats, numerous protests held near them and in case of other crises, impose additional responsibilities on the host state. These events also require the relevant public authorities and their officials to pay due attention to the planning and organization of security systems for such facilities, improving the organizational and legal mechanism for their safety.
Forms, methods and procedure for the NMU to perform tasks on the protection of diplomatic facilities in crisis situations are currently not fully explored and specified, which causes some difficulties in planning and implementing security activities. Therefore, the study of certain elements of the system of public administration in terms of the activities of the NMU in the organization of the protection of diplomatic missions in crisis situations is an important area of research.
The article formulates practical recommendations for the preparation of the organizational component of ensuring the security of diplomatic facilities of foreign states in Ukraine in crisis situations and the organization of protection of compact stays of diplomatic staff, in case of threats to the security of such facilities. The order of grouping of personnel at performance of tasks in the certain conditions is offered.
