ОРГАНІЗАЦІЙНЕ ЗАБЕЗПЕЧЕННЯ ПУБЛІЧНОГО УПРАВЛІННЯ ОХОРОНОЮ НАВКОЛИШНЬОГО ПРИРОДНОГО СЕРЕДОВИЩА
Анотація
Досліджено недоліки існуючої організаційно-управлінської системи в публічній сфері; виділено функції регіонального рівня управління в галузі природного навколишнього середовища; визначено найбільш значущі події реформування органів державного управління у досліджуваній сфері на національному рівні; проведено оцінку щодо результатів реформування системи органів охорони навколишнього природного середовища на місцях; охарактеризовано компетенції виконавчих і розпорядчих органів місцевих рад з питань охорони навколишнього природного середовища; досліджено систему делегованих повноважень у публічному управлінні; охарактеризовано та виділено основні аспекти державної екологічної політики України на період до 2030 року в рамках стратегії розвитку, зокрема посилення ролі органів місцевого самоврядування в процесі реалізації державної екологічної політики, визначення напрямів її вдосконалення з урахуванням регіональної специфіки; запропоновано ключові напрями діяльності на найближчу перспективу у досліджуваній сфері, а саме: удосконалення та розвиток державної системи природоохоронного управління.

ORGANIZATIONAL SUPPORT OF PUBLIC ADMINISTRATION IN ENVIRONMENTAL PROTECTION
Summary
The shortcomings of the existing organizational and managerial system in the public sphere are investigated; the functions of the regional level of management in the field of natural environment are highlighted; most significant events in the reform of public administration in the study area at the national level are identified; an assessment of the results of reforming the system of environmental protection bodies at the regional level was made; the competencies of executive and administrative bodies of local councils on environmental protection are characterized; the system of delegated powers in public administration is studied; main aspects of the state environmental policy of Ukraine for the period up to 2030 are characterized and highlighted within the development strategy, in particular strengthening the role of local governments in the implementation of state environmental policy, identifying areas for improvement taking into account regional specifics; key areas of activity in the near future in the study area, namely the improvement and development of the state system of environmental management are proposed. In particular, we have proposed to solve tasks among which it is necessary to allocate:
— implementation of the principles of good environmental governance, maintaining a constant dialogue with stakeholders on the preparation and adoption of strategic decisions;
— strengthening institutional capacity for planning, monitoring and evaluating the effectiveness of environmental policy implementation;
— introduction of environmental accounting to assess the effectiveness of policy and management;
— development and improvement of environmental legislation and increasing its level of compliance, including the approximation of Ukrainian legislation to the EU acquis;
— strengthening liability for damage caused to the environment, in accordance with Ukraine's international obligations;
— providing scientific, informational and innovative support for the management decision-making process;
— cyber protection of relevant environmental information resources, systems, databases;
— strengthening the capacity of environmental management in conducting comprehensive monitoring of the environment and state control in the field of environmental protection, rational use, reproduction and protection of natural resources;
— delimitation of functions on environmental protection and economic activity on the use of natural resources;
— ensuring a clear division of powers in the field of environmental protection at the state, regional and local levels;
— ensuring targeted budget financing of environmental protection measures and non-state investment of environmental projects;
— improvement of personnel policy and professional training of specialists in the system of environmental protection and nature management.
