УПРАВЛІННЯ ПОЛІТИЧНИМИ РИЗИКАМИ У НАЦІОНАЛЬНИХ ПРОГРАМАХ АНТИКРИЗОВОЇ ГОТОВНОСТІ: ДОСВІД КРАЇН ОЕСР
Анотація
Статтю присвячено аналізу та узагальненню зарубіжного досвіду (на прикладі країн-членів ОЕСР) інтеграції елементів процесу управління політичними ризиками у національні програми антикризової готовності.
Зазначено, що світовий досвід свідчить, що боротьба з політичними кризами вимагає комплексного підходу до попередження і пом'якшення на державному рівні не тільки власне політичних ризиків, що виникли внаслідок особливостей соціально-політичного процесу або прорахунків у державній політиці уряду, а й врахування багатьох небезпек і численних загроз, включаючи нові та потенційні загрози і вразливості для життя і здоров'я громадян, що не мають відношення до політичної сфери, але здатні при цьому створити каскадний ефект і тим самим набути політичного значення. Це вимагає розробки впровадження більш широкого і загального підходу до управління ризиками на національному рівні.
Доведено, що кожна держава, залежно від своєї інституційної структури, історії та актуальності конкретних небезпек і загроз, розробляє конкретні інституційні та управлінські механізми, необхідні для забезпечення готовності політичних та інших системних криз. Тому вивчення їх досвіду є необхідним кроком для вироблення національного підходу до управління політичними ризиками і кризами.
Показано, що в основу антикризового управління і насамперед готовності до криз у всіх державах-членах ОЕСР, покладені такі елементи процесу управління політичними ризиками: формування політико-правової бази у відповідній сфері шляхом ухвалення національних стратегій управління ризиками; розбудова на урядовому рівні розгалуженої системи міжгалузевих ризик-комунікацій шляхом створення відповідних державних структур та інституційних механізмів управління і координації на центральному, урядовому, рівні; проведення перманентної оцінки ризику, що в структурі забезпечення антикризової готовності країн-членів ОЕСР реалізується за рахунок національних програм оцінки критичних ризиків; створення інституційної мережі раннього оповіщення, аналітичний потенціал якої грунтується на прогностичних інструментах ризик-аналізу.

RISK GOVERNANCE IN NATIONAL CRISIS PREPAREDNESS PROGRAMS: THE CASE OF OECD COUNTRIES
Summary
The article analyzes the role of political risk management process in crisis management in OECD member countries, which is manifested in the integration of its elements, primarily assessment, communication and consultation in national preparedness programs.
The world experience shows that the struggle against political crises requires a comprehensive approach to preventing and mitigating at the state level not only political risks arising from the socio-political process or miscalculations in government policy, but also taking into account many dangers and numerous threats, including new and potential threats and vulnerabilities to the lives and health of citizens that are not related to the political sphere, but are able to create a cascading effect and thus gain political significance. This requires the development of a broader and more general approach to risk management at the national level.
It is proved that each state, depending on its institutional structure, history and relevance of specific dangers and threats, develops specific institutional and administrative mechanisms which are necessary to ensure the readiness of political and other systemic crises. Therefore, the study of their experience is a necessary step to develop a national approach to manage political risks and crises.
It has been shown that elements of the risk management process are included in the basis of crisis management and, above all, crisis preparedness in all OECD member states: forming the policy and legal framework in the relevant area by adopting national risk management strategies; development at the government level of an extensive system of cross-sectoral risk communication through the establishment of appropriate governmental structures and institutional mechanisms for governance and coordination at the central level; conducting a permanent risk assessment, which in the structure of crisis preparedness of OECD member states is implemented through national risk assessment programs; creating of an early warning network, the analytical potential of which is based on prognostic tools of risk analysis.
