МЕХАНІЗМИ І ФОРМИ ВЗАЄМОДІЇ ВЛАДИ І БІЗНЕСУ В РЕАЛІЗАЦІЇ ІНФРАСТРУКТУРНИХ ПРОЄКТІВ

Анотація

У цій статті проведено детальний аналіз різноманітних форм та механізмів взаємодії влади і бізнесу у сфері реалізації інфраструктурних проектів.
З метою успішної реалізації масштабних інфраструктурних проєктів державного значення, необхідна інтеграція зусиль і інтересів органів державної влади і приватного бізнесу для досягнення максимального результату в рамках цієї співпраці.
Підвищення ефективності управління розвитком економіки країни за допомогою державно-приватного партнерства (ДПП) є головною задачею влади. Світовий досвід ДПП являє найбільш ефективну з форм взаємодії органів державної влади і приватного бізнесу, розвитком яких зацікавлені публічно-владні структури і представники бізнесу. Формування ефективного механізму ДПП сприяє залученню інвесторів в інфраструктурні проєкти.
Аналіз застосування механізму ДПП на державному та регіональному рівнях, говорить про те, що при ефективній структурі цього механізму і оптимальному виборі форм ДПП, його використання вигідно для держави, бізнесу і для населення.
Виконана систематизація і зроблені доповнення до ознак державно-приватного партнерства, які відрізняються від інших форм взаємодії бізнесу і держави на базі науково-методичних і нормативно-правових джерел, де розкривається економічна сутність ДПП: пріоритет публічних інтересів; довгостроковий характер; соціальна значимість; розмежування відповідальності між партнерами по ризикам. Це дозволило поставити завдання розвитку механізму ДПП, зробити управління партнерством більш функціональним у розрізі сполучення інтересів держави і бізнесу.
Виявлено недоліки форм ДПП, що дозволяють визначити пріоритетність розвитку відносин влади і бізнесу.
Висунуто пропозиції по удосконаленню системи відносин ДПП на основі виявлених особливостей, включаючи нормативно-правове забезпечення ДПП зарубіжного і українського законодавства.
Мета статті — дослідити застосування різноманітних механізмів та форм взаємодії влади і бізнесу у сфері реалізації інфраструктурних проєктів.

MECHANISMS AND FORMS OF INTERACTION BETWEEN GOVERNMENT AND BUSINESS IN THE IMPLEMENTATION OF INFRASTRUCTURE PROJECTS

Summary

This article provides a detailed analysis of various forms and mechanisms of interaction between government and business in the field of infrastructure projects.
In order to successfully implement large-scale infrastructure projects of national importance, it is necessary to integrate the efforts and interests of the government and private business to achieve maximum results in this cooperation.
Improving the efficiency of managing the country's economic development through public-private partnership (PPP) is the main task of the government. The world experience of PPP is the most effective of the forms of interaction between public authorities and private business, the development of which is of interest to public authorities and business representatives. The formation of an effective PPP mechanism helps to attract investors to infrastructure projects.
An analysis of the application of the PPP mechanism at the state and regional levels suggests that with an effective structure of this mechanism and an optimal choice of forms of PPP, its use is beneficial for the state, business and for people.
Systematization and additions to the features of public-private partnership, which differ from other forms of interaction between business and the state on the basis of scientific and methodological and regulatory sources, which reveals the economic essence of PPP: the priority of public interests; long-term nature; social significance; delineation of responsibilities between risk partners. This allowed to set the task of developing the PPP mechanism, to make the management of the partnership more functional in terms of combining the interests of the state and business.
The shortcomings of the forms of PPP, which allow to determine the priority of the development of relations between government and business.
Proposals for improving the system of PPP relations on the basis of the identified features, including regulatory and legal support of PPP foreign and Ukrainian legislation.
The purpose of the article is to investigate the application of various mechanisms and forms of interaction between government and business in the field of infrastructure projects.
