ФОРМУВАННЯ КООРДИНАЦІЙНОГО МЕХАНІЗМУ ДОСЯГНЕННЯ ЦІЛЕЙ СТАЛОГО РОЗВИТКУ НА ЗАСАДАХ ІНКЛЮЗИВНОГО ЗРОСТАННЯ
Анотація
У статті розглянуто важливість формування координаційного механізму досягнення Цілей Сталого Розвитку на засадах інклюзивного зростання. Визначено сфери впливу такого механізму на забезпечення ефективності загальносвітової політики, під якою розуміється екологічно орієнтований соціально-економічний розвиток, за якого зростання добробуту людей не супроводжується погіршенням навколишнього середовища і деградацією природних систем. Установлено, що у процесі формування та реалізації координаційного механізму в країнах світу загалом, та України зокрема, визначальну роль відіграє державне адміністрування. Розкрито специфіку та визначено роль Національного координатора з питань досягнення Цілей Тисячоліття в Україні, а також доведено значущість впливу державного адміністрування на процеси взаємоузгодженої, координуючої дії суб'єктів управління задля інтеграції зусиль, спрямованих на забезпечення сталого розвитку при виробленні управлінських рішень як на національному, так і на міжнародному рівнях. Це потребує проведення критичного аналізу й моніторингу реалізації ЦСР країнами світу, що дозволило б своєчасно виявити актуальні проблеми, мобілізувати додаткові ресурси у відповідних напрямах та забезпечити комплексний підхід до згладжування потенційних протиріч при плануванні розвитку та прийнятті управлінських рішень.

FORMATION OF A COORDINATION MECHANISM FOR ACHIEVING SUSTAINABLE DEVELOPMENT GOALS BASED ON THE PRINCIPLES OF INCLUSIVE GROWTH
Summary
The article discusses the importance of formation a coordination mechanism for achieving Sustainable Development Goals based on the principles of inclusive growth. The influence spheres of this mechanism based on ensuring the effectiveness of global policy, determines it as environmentally oriented socio-economic development in which the growth of human well-being not accompanied by environmental degradation and degradation of natural systems.
This mechanism consists of clear, understandable and effective agreement, coordination of actions of responsible participants to integrate efforts to ensure economic growth, social justice, rational environmental management and a new global partnership. Clarified the need to develop coordinating actions of the UN. The content of the main administrative functions are to ensure the improvement of relationships and interaction between the participants in the process of managing sustainable development through administration. It is established that in the process of formation a coordination mechanism for achieving Sustainable Development Goals based on the principles of inclusive growth in the countries of the world in general and Ukraine in particular, public administration plays a decisive role. According to analyze the process of inclusive sustainable growth, it is necessary to highlight the main role of the coordination mechanism for achieving the SDGs for implementation of innovations aimed at ensuring equal opportunities and accessibility the results of scientific and technological progress in different regions of the world. It is determined the specific role the National Coordinator for the achievement of Millennium Goals in Ukraine.
It proves the importance of the influence of public administration on the process of mutually agreed, coordinating actions of the subjects of management for the integration of efforts, which aimed at ensuring sustainable development in the development of management decisions both at the national and international levels. It requires a critical analysis and monitoring the implementation of Sustainable Development Goals by the countries of the world, which would make it possible to timely identify urgent problems, mobilize additional resources in relevant areas and provide an integrated approach to smoothing possible contradictions in decision-making.
