МІСТО ЯК ПРОСТОРОВЕ СЕРЕДОВИЩЕ ОРГАНІЗАЦІЇ ТА ФУНКЦІОНУВАННЯ ЖИТЛОВО-КОМУНАЛЬНОГО ГОСПОДАРСТВА
Анотація
У статті розглянуто основні засади організації міського простору та визначено основні проблеми в управлінні містом, досліджено провідні концепції з організації міського простору, визначено основні функції міста як адміністративно-територіальної одиниці, елементи міста, досліджено типи міст. Також визначено роль житлово-комунального господарства як об'єкту міського управління, проаналізовані зарубіжні концепції управління містом та просторового планування і організації міського господарства на основі теорії розвитку міст Бургесса, Хойота, Гарріса та Ульмана. Визначено індекси добробуту міст, причини та джерела нестабільності міст. А також здійснено невеликий аналіз організації міського простору за часів СРСР, що має свій вплив на організацію сучасного міста в Україні. Обгрунтовано гостру необхідність залучення інвестицій на розвиток інфраструктури міст України та впроваджувати прогресивні механізмів антикризового управління в муніципальні процеси.

THE CITY AS A SPATIAL ENVIRONMENT OF ORGANIZATION AND FUNCTIONING OF HOUSING AND COMMUNAL ECONOMY
Summary
The article deals with the basic principles of urban organization and identifies the main problems in urban management, explores the leading concepts of urban organization, identifies the main functions of the city as an administrative-territorial unit, elements of the city, explores the types of cities. The role of housing and communal services as an object of urban management is also defined, foreign concepts of city management and spatial planning and organization of urban economy are analyzed on the basis of the theory of urban development of Burgas, Hoyota, Harris and Ullman. Urban welfare indices, causes and sources of urban instability are identified. There is also a small analysis of the organization of urban space during the Soviet era, which has an impact on the organization of the modern city in Ukraine.
Housing and communal infrastructure has its own territorial structure. Units of territorial organization are country, region, region, city, rural administrative district, settlement. Maintaining the necessary proportions of housing and communal services development in sectoral and territorial aspects is an important area ofregional development and decentralization policy.
The current policy of regional development is to expand the independence and responsibility of local authorities in solving vital tasks of the country's regions. The essence of such a policy is focused on the division of powers between all objects of territorial management. Decentralization of power and adequate separation of powers implies the transfer to the local and territorial government of the main part of responsibility for development and reform in the field of housing and communal services, which is defined as the sole responsibility of city and regional governments. In this regard, a key element of the new regional development policy is the real livelihood of the population of regions, cities, towns and other settlements with a set of material goods and services.
The city is a special socio-territorial form of organization of social production, where not only production takes place, but also the formation of people themselves and their way of life. The process of complicating the urban environment leads to a change in the qualities of man himself. Reforming the economy of Ukraine affects the change in the nature of organizational and economic relations in the production process.
Municipal economy is a complex object of management, which includes units of different nature and subordination, the main functions of which are to provide housing and communal services. The work of utilities shows its peculiarity in that it depends on seasonal fluctuations in supply and demand. It is closely linked with the development of the urban economy as a whole, with its other industries with their own systems of planning, financing and logistics.
