СУЧАСНИЙ СТАН ТА ТЕНДЕНЦІЇ РОЗВИТКУ МАЛОГО Й СЕРЕДНЬОГО ПІДПРИЄМНИЦТВА У КОНТЕКСТІ ЗАБЕЗПЕЧЕННЯ ЙОГО ЕКОНОМІЧНОЇ БЕЗПЕКИ
Анотація
У статті розглянуто різні підходи щодо побудови концепції забезпечення економічної безпеки як стану захищеності на різних ієрархічних рівнях. Здійснено їх детальний розгляд з урахуванням бачень різних авторів та визначено, що спільною характеристикою зазначених підходів є трактування різними науковцями економічної безпеки як міри гармонізації економічних інтересів підприємств.
Дослідженно негативні та позитивні тенденції у вітчизняному секторі малого та середнього підприємництва в сучасних умовах. Визначено, що ситуація, наявна у секторі вітчизняного малого та середнього підприємництва, свідчить про незбалансованість структурного розвитку суб'єктів господарювання малого та середнього бізнесу й нарощування загроз їх економічній безпеці.
Запропоновано адекватні в сучасних умовах заходи задля зменшення негативного впливу економічних наслідків пандемії на функціонування малого та середнього підприємництва, які передбачають практичні рекомендацій щодо підвищення рівня їх економічної безпеки.

THE CURRENT STATE AND TRENDS IN THE DEVELOPMENT OF SMALL AND MEDIUM ENTERPRISES IN THE CONTEXT OF ENSURING ITS ECONOMIC SECURITY
Summary
The article considers different approaches to building the concept of economic security as a state of security at different hierarchical levels. It is determined that those that cover a wide range of issues in the context of economic security of small and medium enterprises are protective and resource. They are considered in detail, taking into account the views of different authors and determined that the common characteristic of these approaches is the interpretation of various scholars of economic security as a measure of harmonization of economic interests of enterprises, taking into account the possibility of achieving protection of small and medium resources of different types and their efficient distribution.
Carrying out a study of negative and positive trends in the domestic sector of small and medium enterprises in modern conditions, which, among other things, are characterized by the spread of the pandemic caused by COVID-19 and contribute to the threat to such businesses. The negative trends include the following: unstable decrease in the number of small and medium-sized businesses; reducing the number of employed and hired workers in small and medium enterprises. The positive trends, which are proposed to be considered conditionally positive, include: increase in the volume of products produced and sold by small and medium enterprises; improving the financial results of small and medium-sized businesses; increase in investments in tangible and intangible assets of medium and small businesses. It is determined that the situation in the domestic small and medium business sector indicates an imbalance in the structural development of small and medium-sized businesses and increasing threats to their economic security.
Adequate measures are proposed in modern conditions to reduce the negative impact of the economic consequences of the pandemic on the functioning of small and medium enterprises, which include practical recommendations for improving their economic security, including: improving the investment climate by promoting investment, diversification of investment sources, strengthening state support for small and medium-sized businesses.
