ОСОБЛИВОСТІ АУДИТУ У КРАЇНАХ ЄВРОПЕЙСЬКОГО СОЮЗУ

Анотація

У статті проаналізовано останні дослідження щодо сучасного стану регулювання аудиту в країнах Європейського Союзу. Зроблено ретроспективний огляд основних напрямів регулювання аудиторської діяльності в європейському законодавстві. Охарактеризовано діяльність органів суспільного нагляду за аудиторською діяльністю. Розкрито трансформацію законодавства з удосконалення аудиторської діяльності. Розглянуто перспективи регулювання аудиту у країнах ЄС.
Метою статті є визначення критеріїв градації підприємств ЄС за їхнім розміром, які відповідають певним завданням співставлення на різних рівнях управління та є найбільш надійними. Здійснено критичний аналіз критеріїв розподілу підприємств за розміром, які містяться в законодавчих актах та науковій літературі. Доведено, що граничні значення деяких ресурсних критеріїв не дають точної інформації щодо розміру підприємства. Узагальнено вимоги, які слід враховувати при формуванні системи критеріїв, які всестороннє характеризують розмір підприємства. Визначено базові та додаткові критерії градації мікропідприємств, малих, середніх та великих підприємств та груп за їхнім розміром залежно загальної суми балансу, чистого обороту та середньої чисельності працівників.

FEATURES OF THE AUDIT IN THE COUNTRIES OF THE EUROPEAN UNION

Summary

The article analyzes the latest research on the current state of audit regulation in the European Union. A retrospective review of the main areas of regulation of audit activities in European legislation. The activity of bodies of public supervision over auditing activity is characterized. The transformation of the legislation on the improvement of auditing activity is revealed. Prospects of audit regulation in EU countries are considered.
The aim of the article is to determine the criteria for grading enterprises by their size, which meet certain tasks of comparison at different levels of government and are the most reliable. A critical analysis of the criteria for the distribution of enterprises by size, which are contained in legislation and the scientific literature.
It is proved that the limit values of some resource criteria do not provide accurate information on the size of the enterprise. The requirements that should be taken into account when forming a system of criteria that comprehensively characterize the size of the enterprise are summarized. Basic and additional criteria for gradation of microenterprises, small, medium and large enterprises and groups according to their size depending on the total balance sheet, net turnover and average number of employees are determined.
The grouping is based on information on the economy of each country of the European Community and a comparative analysis of auditing activities in European Union member states for the presence of separate associations for auditors, mandatory audit for all types of companies and the availability of quality control system for audit services in these countries.
In addition, auditors and audit firms should be held accountable for their work with due diligence, and they should be held accountable for financial damages caused by a lack of due diligence. Thus, auditors must recognize their professional responsibility to society as a whole, and the state can and should establish certain legal guarantees aimed at ensuring the quality of audit services, as evidenced by the practice of other countries where the audit institution has a long history (including European Union law).
Conclusions are made and prospects of further researches are outlined.
