ПОДОЛАННЯ ДЕМОГРАФІЧНОЇ КРИЗИ ТА ЇЇ НАСЛІДКІВ У МІСТІ КРИВОМУ РОЗІ

Анотація

Статтю присвячено напрямам подолання демографічної кризи у місті Кривому Розі Дніпропетровської області. Місто було обрано у якості прикладу типового великого промислового міста Сходу України. Розглядаються причини та витоки демографічної кризи у місті. Досліджується її розвиток у роки незалежності. Аналізуються ключові демографічні показники. На основі матеріалів вітчизняної статистики, встановлюється, що у 2020 р. демографічна ситуація у місті набула катастрофічних ознак. Визначаються наслідки депопуляції для подальшого розвитку міста, як вже існуючі, так і потенційні. Робиться висновок щодо необхідності активізації регулювання демографічних процесів з боку місцевої влади та внесення відповідних змін до Стратегічного плану розвитку міста. Зазначається щодо об'єктивної неможливості досягнення рівня простого відтворення у місті, але реальної перспективи мінімізації як демографічної кризи, так і її наслідків. Окреслюються шляхи підвищення народжуваності, скорочення смертності та покращення міграційної динаміки.

OVERCOMING THE DEMOGRAPHIC CRISIS AND ITS CONSEQUENCES IN KRYVYI RIH

Summary

This paper is devoted to the directions of overcoming the demographic crisis in the City of Kryvyi Rih, Dnipropetrovsk Region. This city was chosen as an example of a typical large industrial city of Ukraine.
The paper considers the causes and origins of the demographic crisis in the city. Its development in the years of independence is studied. The indicators of births, deaths, natural increase, migration dynamics and life expectancy are analyzed. The demographic situation in the city is compared with the average Ukrainian and regional indicators. There are also considered the modern demographic problems of Kryvyi Rih. Based on the materials of national statistics, it is established that in 2020, the demographic situation in the city has become catastrophic, when the birth rate compensates for only 38% of deaths. The consequences of depopulation, both existing and potential, are determined for the further development of the city.
It is established that the necessary attention is not paid to the demographic problems in the city, and they are not even mentioned in the Strategic Development Plan of Kryvyi Rih until 2025. The conclusion is made that local authorities have to intensify the regulation of the demographic processes, and appropriate changes are required to be introduced into the said Strategic Plan. It is specified that achieving the level of simple reproduction in the city is objectively impossible, but it is emphasized that the real prospect of minimizing both the demographic crisis and its consequences exists.
The directions of regulating the demographic processes at the local level are determined using the example of Kryvyi Rih. The ways to increase the birth rate are outlined; in particular, it is proposed to introduce a direct local payment at the birth of a child. The causes of ultra-high mortality in the city and opportunities for its reduction are established. It is proposed to pay attention to the involvement of young people in the city, as well as to improve the process of integration of temporarily displaced persons. The role of higher education institutions in the formation of positive migration dynamics is emphasized.
