АНАЛІЗ ДЕРЖАВНОЇ ПОЛІТИКИ У ВИРІШЕННІ ПРОБЛЕМ БЕЗПЛІДДЯ З ПОЗИЦІЇ БІОЕТИКИ

Анотація

Питання біоетичної поведінки є надважливими у царині забезпечення репродуктивних прав людини щодо вирішення проблем неплідності, адже вони торкаються дару людського життя.
Невирішеною раніше частиною загальної проблеми є врахування засад біоетики у вирішенні проблем безпліддя в контексті державної політики та можливі напрями розвитку законодавства на засадах біоетики у цій сфері.
Метою статті є аналіз державної політики у вирішенні проблем безпліддя з позиції біоетики.
На відміну від застосування найсучасніших методів лікування (НаПроТехнологій), допоміжні репродуктивні технології руйнують людську гідність та неповторну цінність людського життя.
Пропоноване дослідження ставить завдання перед публічними управлінцями створити нові закони у сфері репродуктивних прав людини, які були б узгоджені не лише з Конституцією, а насамперед з природним правом на життя кожної людини, незалежно від етапів та проявів її існування, яке є основоположною цінністю біоетики.
Перспективи подальших досліджень полягають у напрацюванні заходів органів публічного управління щодо інформування населення про етичні способи подолання проблеми неплідності.

ANALYSIS OF STATE POLICY IN SOLVING INFERTILITY PROBLEMS FROM THE POSITION OF BIOETHICS

Summary

Formulation of the problem. Issues of bioethical behavior are crucial in the field of ensuring reproductive human rights to address the problems of infertility, because they affect the gift of human life.
Research analysis. The previously unresolved part of the general problem is to take into account the principles of bioethics in solving the problems of infertility in the context of public policy and possible directions for the development of legislation based on bioethics in this area.
The aim of the article is to analyze the state policy in solving the problems of infertility from the standpoint of bioethics.
Statement of the main part. Unlike the application of the most modern methods of treatment (NaProTechnologies), assisted reproductive technologies destroy human dignity and the unique value of human life.
The human person has the natural right to be conceived in a conjugal union in love and to grow up with his genetic parents. Many new reproductive technologies not only violate this right, but also lead to death, turning a person into a product of laboratory technology, in which issues of ethics and morality are pushed to the background.
As a result of the use of assisted reproductive technologies, almost 20 embryos die to give birth to one child. If a woman has problems with childbirth, she will not be able to give birth to an artificially conceived child. Experiments with human embryos (transplantation, freezing) are unacceptable and should be replaced by NaProTechnologies — methods that do not interfere in the sphere of human life, act humanely, because they are based on establishing the causes of infertility and correcting disorders of natural processes that cause menopause. women, and aimed at conceiving and carrying a child, which involves modern medical and surgical treatment.
Conclusions. Public administrators need to create new laws in the field of human reproductive rights to address the problems of infertility, which would be consistent not only with the Constitution, but, above all, with the natural right to life of every person, regardless of the stages and manifestations of its existence. fundamental value of bioethics.
Prospects for further research are to create measures for public administration to inform the public about ethical ways to overcome the problems of incompetence.
