ФОРМУВАННЯ ІНФОРМАЦІЙНО-КОМУНІКАЦІЙНОГО ЗАБЕЗПЕЧЕННЯ У СИСТЕМНІЙ ВЗАЄМОДІЇ ДЕРЖАВИ ТА СУСПІЛЬСТВА
Анотація
Проведено аналіз зарубіжного досвіду переходу до нової системи організації та управління не тільки в економіці, але і в державній службі. Визначено, що найбільш значущим чинником формування системи інформаційно-комунікаційного забезпечення державного управління є якісно нове "інформаційне" суспільство, яке функціонує на базі впровадження в усі сфери суспільного життя інформаційно-комунікаційних технологій, що містять потужний управлінський потенціал і кардинально змінюють організаційно-управлінські системи всіх рівнів; державне управління стає більш компактним, мобільним, економічним, а отже, ефективним. Інформаційно-комунікаційна база державного управління детермінує підвищення його ефективності. Державне управління, здійснюване на базі використання сучасних інформаційно-комунікаційних технологій, дозволяє забезпечити відкритість держави і його підзвітність суспільству; розширити обсяг і підвищити якість надаваних громадянам і підприємствам державних послуг; значно скоротити управлінські витрати і істотно знизити трансакційні витрати; ефективно боротися з корупцією і забезпечити соціально-економічне зростання.
В умовах конкурентного політичного та економічного середовища держава змушена шукати нові стратегії прийняття рішень на основі ефективної взаємодії з суспільством. Комунікації в такому разі не тільки виступають як умова професійної PR-діяльності, але набувають значно більшого соціально-політичного змісту, стаючи інтегральним інструментом державного управління. Водночас виникає необхідність кардинальної зміни системи і принципів діяльності державних органів. Все частіше для визначення сучасних завдань державного управління використовують термін "державний менеджмент", тим самим акцентуючи потребу сучасних технологій і зростаючу роль ринкових відносин в державному секторі. Перехід до державного інформаційного менеджменту означає перехід від традиційного інституційного підходу в бік вивчення реально діючих процедур управління.

FORMATION OF INFORMATION AND COMMUNICATION SUPPORT IN THE SYSTEMIC INTERACTION OF THE STATE AND SOCIETY
Summary
An analysis of foreign experience in the transition to a new system of organization and management not only in the economy but also in the civil service. It is determined that the most significant factor in the formation of information and communication support of public administration is a qualitatively new "information" society, which operates on the basis of introduction into all spheres of public life of information and communication technologies containing powerful management potential. levels; public administration is becoming more compact, mobile, economical, and therefore more efficient. The information and communication base of public administration determines the increase of its efficiency. Public administration, carried out on the basis of the use of modern information and communication technologies, allows to ensure the openness of the state and its accountability to society; to expand the volume and improve the quality of public services provided to citizens and enterprises; significantly reduce management costs and significantly reduce transaction costs; effectively fight corruption and ensure socio-economic growth. In a competitive political and economic environment, the state is forced to seek new decision-making strategies based on effective interaction with society. Communications in this case not only act as a condition of professional PR-activity, but acquire a much greater socio-political content, becoming an integral tool of public administration. At the same time there is a need for a radical change in the system and principles of government. Increasingly, the term "public management" is used to define modern tasks of public administration, thus emphasizing the need for modern technologies and the growing role of market relations in the public sector. The transition to public information management means the transition from the traditional institutional approach to the study of real management procedures.
The effectiveness of the public administration system in general and the activities of public authorities in particular depends on the quality of information, the completeness of information flows, the ability to manage them. In the context of socio-political changes in modern society, knowledge and information as substrates of the information society are playing an increasingly important role. In this regard, the solution of the problems of information space development, information sphere management, formation of public consciousness in the direction of the vector of reforms is inextricably linked with the increase in demand by the authorities for developments in the field of information policy.
