ІННОВАЦІЙНЕ ЛІДЕРСТВО В ПУБЛІЧНОМУ УПРАВЛІННІ
Анотація
У статті обгрунтовано необхідність аналізувати та уточнювати сутнісні ознаки виникнення, формування та розвитку інноваційного лідерства в публічному управлінні. Зазначено, що перехід до нової філософської парадигми, до нового осмислення сприйняття й розуміння світу, створює нові концепції лідерства. Тому початок ХХІ ст. ознаменувався появою нових концептуальних підходів до дослідження лідерства, в основі яких лежить сприйняття світу як динамічного, такого, що постійно змінюється, складного та досить ризикованого. Доведено, що розвиток інноваційного лідерства в публічному управлінні — багатогранний процес, який потребує комплексного аналізу. Сучасність переконує в тому, що керівнику в сфері публічного управління недостатньо вже бути професіоналом, талановитим керівником, а необхідно ще бути лідером, який досконало володіє умінням "вирощувати" талановитих лідерів-послідовників із числа своїх підлеглих, а також володіє новітніми управлінськими технологіями.

INNOVATIVE LEADERSHIP IN PUBLIC GOVERNANCE
Summary
The article substantiates the need to analyze and clarify the essential features of the emergence, formation and development of innovative leadership in public administration. It is noted that the transition to a new philosophical paradigm, to a new understanding of perception and understanding of the world, creates new concepts of leadership. Therefore, the beginning of the XXI century was marked by the emergence of new conceptual approaches to the study of leadership, which is based on the perception of the world as dynamic, ever-changing, complex and quite risky. It is proved that the development of innovative leadership in public administration is a multifaceted process that requires a comprehensive analysis. Modernity proves that it is not enough for a leader in the field of public administration to be a professional, a talented leader, but it is necessary to be a leader who has the ability to "grow" talented followers from among his subordinates, as well as the latest management technologies.
It is noted that during the 30 years of Ukraine's independence, the system of public (state) governance is constantly undergoing significant changes. In this regard, it is important to understand the modern role of the culture of governance, awareness of the need to update the very practice of public administration. It is important to master the mechanisms of self-organization, which release the energy of human initiative, will effectively respond to uncertainty and rapid changes in the world around us in solving unlimited tasks of public administration.
Thus, innovative leadership in the context of global transformations and global crises should be focused on people with developmental thinking who adhere to reasonable and moderate consumption. Innovative leaders are mentally, emotionally and physically healthy people, because they are a source of energy for their teams during crises and challenges, and people who are capable of constant learning, constant personal development. Innovative leaders need to build an atmosphere of tolerance for differences, distrust of common traditions, openness to constant change, regular reflections — personal and team, regular provision and feedback. In public administration, innovative leadership is defined as the process of internal socio-psychological organization, team management, influence on employees, which is accompanied by a change in their perceptions and values and the activation of needs for creativity, self-development, achievement.
It is noted that since the modern information society differs significantly from the previous industrial in its attitude to innovation processes, the basis of its development is the formation of an innovative environment. In our opinion, innovative leadership at the state level is a necessary component for achieving the country's economic success. Leading countries build a system of implementation of mechanisms for the development of innovative leadership using all the innovative potential of the country in economics, politics, science, business, education and more.
