ГЕНЕЗИС МЕДИЧНОЇ РЕФОРМИ У РЕСПУБЛІЦІ ПОЛЬЩА У КОНТЕКСТІ ЄВРОІНТЕГРАЦІЇ

Анотація

У статті обгрунтовано актуальність дослідження генезису медичної реформи у Республіці Польща (РП) у контексті євроінтеграції. Зазначено, що початок медичної реформи у РП був обумовлений впровадженням важливих суспільних реформ польської держави: політичної, адміністративної, судової, економічної, муніципальної тощо. Виокремлено основні (вісім) етапи періодизації системи охорони здоров'я (СОЗ) у польській державі. Визначено основі результати та переваги досвіду РП у реформуванні СОЗ в умовах інкорпорування до Європейського Союзу (ЄС). Акцентовано увагу на тому, що позитивний досвід проведення медичної реформи в РП є гарним кейсом для натхнення інших держав, зокрема, України на втілення якісних змін у СОЗ і позбавлення помилок, які свого часу здійснила РП.

GENESIS OF MEDICAL REFORM IN THE REPUBLIC OF POLAND IN THE CONTEXT OF EUROPEAN INTEGRATION

Summary

The article substantiates the relevance of the study of the genesis of medical reform in the Republic of Poland in the context of European integration. It is noted that the beginning of medical reform in the Republic of Poland was due to the implementation of important social reforms of the Polish state: political, administrative, judicial, economic, municipal and so on. The main stages (8) of periodization of the health care system in the Republic of Poland are highlighted. The results and advantages of Poland's experience in reforming the health care system in the context of incorporation into the European Union are determined on the basis of. In particular, it is stated that the advantages of the experience of the Republic of Poland in reforming the health care system in terms of incorporation into the EU are: improving access to health services; increasing the role of doctors in health care, effective functioning of the family doctor; observance by the citizen of the right to choose a doctor and a medical institution for further treatment; elimination of patient queues; development of guardianship services; introduction of openness of information in the system of medical services; liquidation of financial debts of medical institutions; functioning of the system of financial compensation of medicines; creation of patient maps, etc. In general, it should be noted that the Republic of Poland has come a long and thorny way of depriving the Soviet heritage in the health care system and building a more modern and effective model in the context of European integration. Thus, it should be noted that the reform of the health care system in the Republic of Poland aimed to improve the level of health care in society by: providing the insured citizen and his family with qualified, friendly medical care and quality medical services, access to specialized medical care, the introduction of a clear, rational and effective system of financing health care facilitie. Therefore, it is established that the experience of health care reform in Poland can be an example for other countries, including Ukraine, to create their own effective model of reform that will promote the principles of fairness and equality in access to quality health care for citizens at all levels.
