СТАРТАП-ЕКОСИСТЕМА: ІНСТИТУЦІЙНІ ТА ФІНАНСОВІ АСПЕКТИ СТИМУЛЮВАННЯ РОЗВИТКУ В УКРАЇНІ
Анотація
У статті розкрито сутність екосистеми та стартап-екосистеми в умовах розвитку цифрової економіки та суспільства. Розглянуто структуру національної стартап-екосистеми та стримуючі чинники її становлення. З'ясовано роль інституційних механізмів у стимулюванні реалізації інноваційних проєктів та ідей в Україні. Акцентовано увагу на заходах підтримки стартапів та креативних бізнес-ініціатив Міністерством цифрової трансформації та Українським фондом стартапів. Аргументовано необхідність врахування впливу формальних та неформальних інститутів у частині розвитку цифрової культури та стартап-ментальності серед громадян і бізнесу. Обгрунтовано доцільність активізації державного грантового фінансування стартапів в Україні, розширення програм акселерації та бізнес-інкубування для реалізації кращих ініціатив вітчизняних підприємців. Акцентовано на необхідності сприяння розвитку ІТ-галузі як основи стартап-екосистеми та загалом модернізації структури національної економіки.

STARTUP ECOSYSTEM: INSTITUTIONAL AND FINANCIAL ASPECTS OF PROMOTING DEVELOPMENT IN UKRAINE
Summary
The article reveals the essence of the ecosystem and startup ecosystem in the development of the digital economy and society. The structure of the national startup ecosystem and the restraining factors of its formation are considered. Structural reformatting of the national economy of Ukraine in the conditions of digital transformations in the society is a key precondition of economic growth and sustainable development of the country. This is especially true given the need for post-pandemic recovery, which requires new approaches to business organization based on the implementation of innovations within the startup ecosystem. The role of institutional mechanisms in stimulating the implementation of innovative projects and ideas in Ukraine is clarified. Emphasis is placed on measures to support startups and creative business initiatives by the Ministry of Digital Transformation and the Ukrainian Startup Fund. The need to take into account the influence of formal and informal institutions in terms of the development of digital culture and startup mentality among citizens and businesses is argued. The expediency of intensifying the state grant financing of startups in Ukraine, expansion of acceleration and business incubation programs for the implementation of the best initiatives of domestic entrepreneurs is substantiated. Emphasis is placed on the need to promote the development of the IT industry as the basis of the startup ecosystem and in general the modernization of the national economy structure. Innovative entrepreneurship today is the basis of modernization of the economy and, as world experience shows, structural changes in the direction of developing high-tech industries that create high added value and high-paying jobs. Thus, the development of the startup ecosystem in Ukraine at the national level requires balanced and effective state support, both institutional and financial, of innovative initiatives and creative entrepreneurship. Prospects for further scientific research are related to the continuation of scientific research in terms of substantiating approaches to the integration of the domestic fintech and startup ecosystem into the global digital space.
