ОСОБЛИВОСТІ ФАНДРАЙЗИНГУ У ПУБЛІЧНОМУ СЕКТОРІ ЕКОНОМІКИ
Анотація
У статті розкрито ключові особливості й чинники розвитку фандрайзингу як інструмента залучення зовнішнього фінансування для реалізації проєктів у публічному секторі економіки. Визначено переваги застосування фандрайзингу у публічному секторі для органів місцевого самоврядування, громадськості та суб'єктів підприємництва, а також розкрито основні моделі його організації на рівні територіальних громад. Обгрунтовано, що рівень розвитку фандрайзингу доцільно визначати як індикатор якості життя населення і зрілості суспільства. Охарактеризовані ключові перешкоди активізації фандрайзингової діяльності на рівні територіальних громад, які пов'язано з неналежним організаційним та кадровим забезпеченням, нерозвиненістю громадянського суспільства, високим рівнем корупції в країні та недієвістю фінансових стимулів. Окреслено перспективи використання фандрайзингу в рамках міжмуніципальної співпраці.

FEATURES OF FUNDRAISING IN THE PUBLIC SECTOR OF THE ECONOMY
Summary
The article reveals the key features and development factors of fundraising as an instrument of external funds attracting for realization of projects in the public sector. It is substantiated, that the development of fundraising in the public sector is due to such factors as: mismatch of public needs and available resources; a growing trend towards expanding corporate social responsibility. Author reveals the main organizational models of fundraising activities at the local level and determines their advantages depending of the local community size. The advantages of fundraising in the public sector for local governments, the public and businesses are described. It is determined, that the participation of business structures as a donor in the implementation of socially important projects gives them economic, reputational and communication benefits. The article exposes socio-economic importance of fundraising in the local communities' development, which is to ensure social justice, stimulate humanitarian development and the formation of social partnership. It is argues, that the level of fundraising development should be defined as an indicator of life quality and society maturity, because public participation in fundraising shows the public awareness of their responsibility for the comprehensive development of their community. It is proved, that in modern conditions fundraising does not play an important role in financing of development projects in local communities, which is explained by lots of factors. It is describes the key obstacles to the fundraising activities intensification in local communities, which are relate to inadequate organizational providing and staffing (lack of employees with the necessary skills and experience of fundraising activities), underdeveloped civil society, high level of corruption in Ukraine and ineffectiveness of financial incentives for socially important projects funding. It is determined, that a significant part of the population and business perceive participation in the public projects financing as indulgence in corruption and embezzlement of budget funds. Prospects for the use of fundraising in the framework of agreements on inter-municipal cooperation are substantiated.
