УПРАВЛІННЯ РОЗВИТКОМ ПІДПРИЄМНИЦТВА В ІННОВАЦІЙНІЙ ЕКОНОМІЦІ: МОДЕЛЮВАННЯ ЕФЕКТИВНОГО ВИКОРИСТАННЯ РЕСУРСІВ ТА МІНІМІЗАЦІЯ ТРАНСАКЦІЙНИХ ВИТРАТ
Анотація
У статті розглянуто моделювання ефективного використання ресурсів та мінімізація трансакційних витрат у системі управління розвитком підприємництва в інноваційній економіці. Доведено, що використання стейкхолдерорієнтованого підходу під час формування державних пріоритетів розвитку підприємництва є певним відголоском методології індивідуалізму, проте дещо конкретизує та розширює її. В процесі моделювання ефективного використання ресурсів та мінімізації трансакційних витрат зроблено висновок, що реалізація стейкхолдерорієнтованого підходу за формування державних пріоритетів повинна засновуватися на політиці активного дирижизму, що грунтується на прямому та опосередкованому впливі держави на ключові інститути підприємництва, проте з урахуванням інтересів представників бізнесу. В плані перспективи подальших наукових досліджень за визначеним напрямом, доведено, що для забезпечення ефективного функціонування підприємництва нами пропонується використовувати методологію неоінноваційного формування державних пріоритетів розвитку підприємництва в інноваційній економіці, засновану на синергетичному поєднанні еволюційного, процесного, системного та стейкхолдерорієнтованого підходів, що дозволить створити оптимальні зовнішні умови для розвитку бізнесу та інновацій.

ENTREPRENEURSHIP DEVELOPMENT MANAGEMENT IN AN INNOVATIVE ECONOMY: MODELING RESOURCE EFFICIENCY AND MINIMIZING TRANSACTION COSTS
Summary
The article considers modeling of efficient use of resources and minimization of transaction costs in the management system of business development in the innovative economy. It is proved that the use of a stakeholder-oriented approach in the formation of state priorities for business development is a certain echo of the methodology of individualism, but somewhat concretizes and expands it. In general, approaches to defining government priorities from the standpoint of a stakeholder-oriented approach is based on the leading role of the state in implementing these priorities, but in close cooperation with entrepreneurs and other market participants who interact in the institutional environment. It is proved that the ontology of the proposed methodology is focused on deepening the problem field of research of causal relations that determine the development of events in the institutional environment of entrepreneurship (market "failures", opportunistic behavior, inert entrepreneurship, violation of complementarity between formal and informal institutions). also involves the elimination of fragments that have developed in science in describing the development of entrepreneurship in the innovative economy as a complex multidimensional and dynamic phenomenon. It is concluded that the stakeholder-oriented approach is based on: the central role of the state in launching the process of forming priorities; parity of the state, business, scientists and managers of infrastructure elements; formation of a center of subjective responsibility, control and monitoring in the implementation of state priorities. In the process of modeling resource efficiency and minimizing transaction costs, it was concluded that the implementation of a stakeholder-oriented approach to the formation of state priorities should be based on a policy of active dirigisme, based on direct and indirect state influence on key business institutions, but taking into account business interests. In terms of future research in this area, it is proved that to ensure the effective functioning of entrepreneurship we propose to use the methodology of neo-innovative formation of state priorities for entrepreneurship in an innovative economy, based on a synergistic combination of evolutionary, process, systemic and stakeholder-oriented approaches, conditions for business development and innovation.
